ارائه الگوی مشارکت‌های مردمی در مدیریت انتظامی پیشگیری از جرم

زمینه و هدف: یکی از مسائل مهم و پیش‌روی فرماندهان، روسا و مدیران نیروی انتظامی جمهوری اسلامی ایران، حفظ نظم و امنیت در جامعه و پیشگیری از وقوع جرایم است که در شرایط فعلی این موضوع بدون جلب مشارکت و همکاری اقشار مختلف مردم و شهروندان و بدون داشتن الگو و راهبرد مناسب، محقق نخواهد شد. بنابراین، پژوهش کنونی با هدف شناسایی و ارائه الگوی مشارکت های مردمی در مدیریت انتظامی پیشگیری از جرم انجام شده است.روش: این پژوش این پژوهش،کمی(پیمایشی)است. جامعه آماری شامل مدیران و کارشناسان ‌ارشد ناجاست که در حوزۀ مشارکت‌های مردمی و مدیریت انتظامی پیشگیری از جرم مسئولیت دارند و حجم نمونه نیز براساس فرمول کوکران، 220 نفر برآورد شده است. روش نمونه‌گیری، تصادفی طبقه‌بندی‌شده است. داده‌های پژوهش با استفاده از نرم‌افزار اسمارت پی‌ال‌اس(آزمون تحلیل عاملی تاییدی، آزمون معناداریt، آلفای کرونباخ، پایایی ترکیبی و روایی همگرا)، تحلیل شد.یافته‌ها: در این پژوهش نتایج تحلیل عاملی تاییدی و آزمون معناداریt تحقیق به ترتیب نشان می‌دهد؛ مدل مشارکت‌های مردمی در مدیریت انتظامی پیشگیری از جرم داری 3 بعد فردی؛ گروهی و اجتماعی؛ 7 مولفه مشارکت با انگیزۀ مادی؛ مشارکت با انگیزۀ معنوی؛ مشارکت در ارائه اطلاعات؛ مشارکت مشورتی؛ مشارکت تعاملی؛ مشارکت اجرایی و مشارکت خودجوش یا همگانی و 105 شاخص است.نتیجه‌گیری: پلیس باید با تمرکز بر رویکرد مشارکتی و جامعه‌محوری، آحاد جامعه را در موضوع پیشگیری از جرم سهیم کرده و همه شهروندان را مسئول برقراری نظم و امنیت پایدار بداند. لذا پلیس برای رسیدن به این هدف نیازمند جلب اعتماد و رضایت عمومی مردم و بهره گیری از الگوی تدوین شده در طرح ریزی و مدیریت انتظامی پیشگیری از جرم است.

Presenting a model of public participation in disciplinary management of crime prevention

Introduction: One of the most important issues facing the commanders, chiefs and managers of the police force of the Islamic Republic of Iran is maintaining order and security in society and preventing crimes. And without a proper model and strategy, it will not be achieved. Therefore; the present study aimed to identify and present a model of public participation in disciplinary management of crime prevention.Method: The present study is a quantitative (survey) research. The statistical population, including managers and senior experts of NAJA in the field of public participation and law enforcement management, are responsible for crime prevention, and the sample size of 220 people is estimated based on the Cochran’s sample size formula. Random sampling method is classified. The research data were analyzed using Smart PLS software (confirmatory factor analysis test, tsignificance test, Cronbach’s alpha, hybrid reliability and convergent validity).Results: in this research, we show the results of confirmatory factor analysis and meaningful test t test; population and social participation model; 3 individual dimension individual; group and community; 7 elements (participation with intangible motivation; participation in information delivery; participation in information delivery; participation in information delivery; participation in public participation; public participation, participation, public participationConclusion: The police should participate in prevention in the form of a participatory and communityoriented approach and hold all citizens responsible for maintaining lasting order and security. A better interpretation of public participation in law enforcement management is crime prevention.
