الگوی مدیریت انتظامی پیشگیری کیفری از جرم

مقدمه: پیشگیری کیفری مبتنی بر آثار حاصل از اجرای کیفر است. هرچند از دیدگاه برخی نظریه‌پردازان، مجازات بعد از وقوع جرم، پیشگیری محسوب نمی‌شود، ولی نمی‌توان به‌طورکلی منکر پیامدهای پیشگیرانه آن به‌صورت خاص و عام بود؛ بنابراین پژوهش حاضر باهدف شناخت الگوی بهینه مدیریت انتظامی در پیشگیری کیفری از جرم انجام شد.روش: این تحقیق ازنظر هدف، کاربردی است و ازنظر روش تحقیق، توصیفی تحلیلی است. جامعه آماری در بخش کیفی بر اساس اشباع نظری، 15 نفر از خبرگان انتظامی هستند و در بخش کمی، همه مدیران ستادی و اجرایی پلیس پیشگیری تهران بزرگ به تعداد 120 نفر هستند. حجم نمونه در بخش کمی به روش نمونه‌گیری تصادفی ساده انجام شد و بر اساس جدول مورگان (92 نفر) به‌عنوان نمونه آماری انتخاب شد. ابزار جمع‌آوری داده‌ها، مصاحبه و پرسشنامه است. برای تحلیل داده‌ها، از آزمون‌های کفایت اندازه نمونه، تحلیل عاملی و آزمون تی زوجی استفاده شد.یافته‌ها: با توجه به یافته‌های تحقیق، تعداد 17 شاخص در مدیریت انتظامی در پیشگیری کیفری از جرم شناسایی شد. از مجموع اقدامات انتظامی در بعد پیشگیری کیفری، مولفه کیفی‌سازی اقدامات، رتبه اول؛ مولفه اقدامات اطلاعاتی امنیتی، رتبه دوم و مولفه اقدامات ساختاری، رتبه سوم را به دست آورد.نتیجه‌گیری: پلیس برای بهبود وضعیت اقدامات پیشگیری کیفری از جرم و کاهش هزینه‌های جرم لازم است برنامه‌های کاربردی و عملی برای ارتقاء سطح کیفی شاخص‌های شناسایی‌شده انجام دهد.

Police Management Pattern in Criminal prevention of crime

Introduction: Criminal prevention is based on the effects of punishment. Although from the point of view of some theorists, punishment after a crime is not considered prevention, but its preventive consequences in general and in particular can not be denied. Therefore, the present study was conducted with the aim of identifying the optimal model of disciplinary management in criminal crime prevention.Method: This research is applied in terms of purpose and descriptiveanalytical in terms of research method. The statistical population in the qualitative section based on theoretical saturation is 15 law enforcement experts and in the quantitative section, all staff and executive managers of the Greater Tehran Preventive Police are 120 people. The sample size in quantitative part was done by simple random sampling method and was selected as a statistical sample based on Morgan table (n = 92). Data collection tools are interviews and questionnaires. To analyze the data, sample size adequacy tests, factor analysis and paired ttest were used.Findings: According to the findings of the study, 17 indicators in law enforcement management in criminal prevention of crime were identified and classified into three components: intelligence and security measures, structural measures and quality of police measures. From the total of disciplinary measures in the field of criminal prevention, the component of quality improvement of measures, first rank; The component of intelligencesecurity measures took the second place and the component of structural measures took the third place.Conclusion: In order to improve the situation of criminal prevention measures and reduce the costs of crime, the police need to implement practical programs to improve the quality of the identified indicators
