طراحی الگوی راهبردی پلیس در پیشگیری از جرایم اطفال و نوجوانان

زمینه و هدف: داشتن یک الگوی پیشگیری از جرم متناسب با شرایط و وضعیت صغار و نوجوانان می‌تواند به پلیس برای پیشبرد یکی از اهدافش که پیشگیری از وقوع جرایم است، کمک فراوانی کند، هدف این تحقیق طراحی الگوی راهبردی پلیس در پیشگیری از جرایم اطفال و نوجوانان است. روش: این تحقیق از نوع توسعه‌ای و از منظر روش‌شناسی، پژوهش کیفی و از تکنیک داده بنیاد برای دست‌یابی به الگو استفاده شده است. جامعه آماری در این پژوهش، صاحب‌نظران و فعالان حوزه‎ پیشگیری از جرایم اطفال و نوجوانان (مدیران کانون اصلاح و تربیت استان تهران) و مدیران ارشد انتظامی (افراد مُشرف و مرتبط با ماموریت پیشگیری از جرم) هستند که با 22 نفر از خبرگان از روش نمونه‌گیری هدفمند تا رسیدن به هم‌گرایی جواب‌ها مصاحبه شد. یافته‌ها: در این پژوهش 290 مقوله فرعی و 40 مقوله اصلی (عوامل علّی 5 مقوله، پدیده محوری 9 مقوله، عوامل زمینه‌ای 8 مقوله، عوامل مداخله‌گر 9 مقوله، راهبردها 4 مقوله و پیامدها 5 مقوله اصلی) استخراج گردید. نتایج: پلیس با راهبرد فرایند محور (چابک سازی سازمان، افزایش مهارت‌های ارتباطی، فنی و ادراکی کارکنان، کاهش هزینه‌های موازی و ...)، و با راهبردهای وضعی (دادن قدرت تصمیم‌گیری بیشتر به افسران پلیس اجتماعی، مقابله با خرده فرهنگ‌های متعارض و شبکه‌های نشر انحرافات جنسی در فضای مجازی، اجرای قوانین پیشگیرانه محدودیت رفت و آمد، پاک سازی محلات، اختلال در بازار اموال مسروقه، کنترل فضای مجازی، بازداشت و توقیف، کشف جرم) و با راهبردهای جامعه محوری (برنامه های آموزش محور با بهره گیری از ظرفیت مدارس، رسانه، نهادهای مذهبی و ...) و با راهبرد پیشگیری مشارکتی و چندنهادی (راه اندازی نظام رصد پیشگیری از جرم با محوریت ناجا، همکاری با نهادهای آموزشی، بهداشتی، اجتماعی، مذهبی، قضایی، برنامه‌ریزان شهری و حوزه فن‌آوری) می‌تواند نقش اساسی در پیشگیری از جرایم اطفال و نوجوانان ایفا نماید.

Designing a Police Strategic Model for the Prevention of Child and Adolescent Crimes

Introduction: Having a crime prevention model suitable for minors and adolescents, it can help the police to advance one of their goals, which is to crime prevention The purpose of this research is to design a strategic police model for the Prevention of Child and Adolescent Crimes. Method: This study is of a developmental type, and from a methodological perspective, qualitative research and data base technique used to achieve the pattern. The statistical community in this study are experts and activists in the field of prevention of child and adolescent crimes (directors of corrections and training center of tehran province) and senior police officers (honest people and related to crime prevention). With 22 experts by targeted sampling until the answers reach perfectionism were interviewed. Findings: In this study, 290 subcategories and 40 main categories (causal factors 5 categories, axial phenomenon 9 categories, contextual factors 8 categories, interfering factors 9 categories, strategies 4 categories and consequences 5 main categories) were extracted. Conclusion: Police with a processoriented strategy (organization agility, increase communication, technical and perceptual skills of employees, reduce parallel costs, etc), and with situational strategies (giving more decisionmaking power to social police officers, confronting conflicting subcultures and sexual dissemination networks in cyberspace, implementation of preventive traffic restrictions, cleaning neighborhoods, disturbed property market disruption, cyberspace control, arrest and detention, crime detection) and with communitybased strategies (educationaloriented programs using the capacity of schools, media, religious institutions, etc.) and with a participatory and multidisciplinary prevention strategy (launching a crime prevention monitoring system with a focus on NAJA, collaborate with educational, health, social, religious, judicial institutions, urban planners and technology) can play a key role in Prevention of Child and Adolescent Crimes.
