بررسی وضعیت موجود و مطلوب پیشگیری از جرایم منافی عفت و اخلاق عمومی در فضای سایبر

ﻣﻘﺪﻣﻪ: ﺟﺮاﺋﻢ ﻣﻨﺎﻓﯽ ﻋﻔﺖ و اﺧﻼق ﻋﻤﻮﻣﯽ در ﻓﻀﺎی ﺳﺎﯾﺒﺮ، در ﺳﺎﻟﯿﺎن اﺧﯿﺮ، اﻓﺰاﯾﺶ زﯾﺎدی ﭘﯿﺪا ﮐﺮده ﮐﻪ اﯾﻦ اﻣﺮ ﻣﺨﺎﻃﺮات زﯾﺎدی در ﺑﯿﻦ ﺧﺎﻧﻮاده ﻫﺎ و ﺟﺎﻣﻌﻪ اﯾﺠﺎد ﮐﺮده اﺳﺖ؛ ﻫﺪف ﺗﺤﻘﯿﻖ ﺑﻬﺮه ﺑﺮداری از ﻧﻈﺮﯾﺎت ﮐﺎرﺷﻨﺎﺳﺎن ﭘﻠﯿﺲ ﻫﺎی ﺗﺨﺼﺼﯽ ﺑﺮای ﻓﻬﻢ وﺿﻌﯿﺖ ﻣﻮﺟﻮد و ﻣﻄﻠﻮب ﭘﯿﺸﮕﯿﺮی از ﺟﺮاﺋﻢ ﻋﻠﯿﻪ ﻋﻔﺖ و اﺧﻼق ﻋﻤﻮﻣﯽ ﻣﯽ ﺑﺎﺷﺪ ﺗﺎ در ﭘﺮﺗﻮ آن اﻣﮑﺎن ﺑﺮﻧﺎﻣﻪ رﯾﺰی ﻣﻨﺎﺳﺐ ﭘﯿﺸﮕﯿﺮاﻧﻪ ﻓﺮاﻫﻢ ﺷﻮد. روش: ﺗﺤﻘﯿﻖ از ﻧﻮع ﮐﺎرﺑﺮدی اﺳﺖ. داده ﻫﺎ از ﻃﺮﯾﻖ روش ﮐﻤﯽ/ ﺗﻮﺻﯿﻔﯽ-ﭘﯿﻤﺎﯾﺸﯽ و ﺑﺎ اﺳﺘﻔﺎده از اﺑﺰار ﭘﺮﺳﺸﻨﺎﻣﻪ ﻣﺤﻘﻖ ﺳﺎﺧﺘﻪ ﮔﺮدآوری ﺷﺪه اﺳﺖ. ﺟﺎﻣﻌﻪ آﻣﺎری، 197 ﻧﻔﺮ از ﻓﺮﻣﺎﻧﺪﻫﺎن و ﻣﺪﯾﺮان ﭘﻠﯿﺲ ﻓﻀﺎی ﺗﻮﻟﯿﺪ و ﺗﺒﺎدل اﻃﻼﻋﺎت )ﻓﺘﺎ( و ﻣﺪﯾﺮان رﺻﺪ ﻓﻀﺎی ﺳﺎﯾﺒﺮ اﻣﻨﯿﺖ اﺧﻼﻗﯽ ﭘﻠﯿﺲ اﻃﻼﻋﺎت و اﻣﻨﯿﺖ ﻋﻤﻮﻣﯽ )ﭘﺎوا( ﺷﺎﻏﻞ در ﻣﺮاﮐﺰ ﻓﺮﻣﺎﻧﺪﻫﯽ اﻧﺘﻈﺎﻣﯽ اﺳﺘﺎن ﻫﺎ ﺑﻮده ﮐﻪ از ﻃﺮﯾﻖ ﻧﻤﻮﻧﻪ ﮔﯿﺮی ﻧﺴﺒﺘﯽ و ﺑﺮ اﺳﺎس ﻓﺮﻣﻮل ﮐﻮﮐﺮان 130 ﻧﻔﺮ اﻧﺘﺨﺎب ﺷﺪه اﻧﺪ. رواﯾﯽ ﭘﺮﺳﺸﻨﺎﻣﻪ از ﻃﺮﯾﻖ رواﯾﯽ ﻣﻨﻄﻘﯽ و رواﯾﯽ ﺳﺎزه، و ﭘﺎﯾﺎﯾﯽ از ﻃﺮﯾﻖ آﻟﻔﺎی ﮐﺮوﻧﺒﺎخ و ﺗﺼﺎدﻓﯽ ﺑﻮدن از ﻃﺮﯾﻖ آزﻣﻮن runtest ﺗﺄﯾﯿﺪ ﺷﺪه و ﺗﺠﺰﯾﻪ و ﺗﺤﻠﯿﻞ داده ﻫﺎ ﺑﺎ اﺳﺘﻔﺎده از ﺟﺪاول ﺻﻮرت ﮔﺮﻓﺘﻪ اﺳﺖ. ﯾﺎﻓﺘﻪ ﻫﺎ: ﻧﺘﺎﯾﺞ ﭘﮋوﻫﺶ ﻧﺸﺎن داد ﺑﯿﻦ ﻣﺆﻟﻔﻪ ﻫﺎی وﺿﻌﯿﺖ ﻣﻮﺟﻮد و ﻣﻄﻠﻮب ﭘﯿﺸﮕﯿﺮی از ﺟﺮاﺋﻢ ﻣﻨﺎﻓﯽ ﻋﻔﺖ و اﺧﻼق ﻋﻤﻮﻣﯽ در ﻓﻀﺎی ﻣﺠﺎزی ﺷﮑﺎف ﻣﻌﻨﺎداری وﺟﻮد دارد. ﺑﯿﺸﺘﺮﯾﻦ ﺷﮑﺎف ﺑﻪ ﺗﺮﺗﯿﺐ، در ﻣﺆﻟﻔﻪ ﻫﺎی ﻧﻈﺎرت ﺑﺮ ﺗﺒﻠﯿﻐﺎت، ﻣﺸﮑﻼت ﻗﺎﻧﻮﻧﯽ، اﺟﺮاﯾﯽ و ﻗﻀﺎﯾﯽ ﭘﯿﺸﮕﯿﺮی، ﻧﻈﺎرت ﺑﺮ ﮐﺴﺐ و ﮐﺎرﻫﺎ و ﻧﻈﺎرت و ارزﯾﺎﺑﯽ اﻗﺪاﻣﺎت ﮔﺬﺷﺘﻪ ﻣﯽ ﺑﺎﺷﺪ. ﻧﺘﯿﺠﻪ ﮔﯿﺮی: رﺳﯿﺪن ﺑﻪ وﺿﻌﯿﺖ ﻣﻄﻠﻮب ﭘﯿﺸﮕﯿﺮی از ﺟﺮاﺋﻢ ﻣﻨﺎﻓﯽ ﻋﻔﺖ ﻧﯿﺎزﻣﻨﺪ اﻗﺪاﻣﺎت ﯾﮑﭙﺎرﭼﻪ و ﻣﻨﺴﺠﻢ، ﺑﺮﻧﺎﻣﻪ رﯾﺰی، ﺑﻬﺴﺎزی و ﺗﻘﻮﯾﺖ اﻗﺪاﻣﺎت در ﺣﻮزه ﻫﺎی ﻣﺆﺛﺮ دﺧﯿﻞ در ﺟﺮم در درون و ﺑﺮون ﺳﺎزﻣﺎن ﻣﯽ ﺑﺎﺷﺪ.

Existing and favorable situation of anticipating crimes against Aaf in cyberspace

Introduction:Crimes against public morals and decency in cyber space have increased significantly in recent years, which has created many dangers among families and society; therefore, the need for police action to prevent this crime has become very important. The purpose of this research is to use the opinions of specialized police experts to understand the current and desirable situation of crime prevention against public decency and ethics in order to provide appropriate preventive planning.Method: The research is of applied type. Data were collected through quantitative / descriptivesurvey method and using a researchermade questionnaire. statistical population ,197 of the commanders and managers of the area of production and exchange of information (FATA) and observation managers of cyber space , public safety and public safety ( Pava ) working in law enforcement headquarters of the provinces were selected via the cochran formula and 130 people were selected . The validity of the questionnaire was confirmed through logical validity and construct validity, and reliability through Cronbach’s alpha and randomness through runtest test and data analysis was performed using tables.Findings: The results showed that there is a significant gap between the components of current and ideal situation of crimes against public morals and decency in cyber space. The largest gap is in the monitoring components, legal, administrative and judicial problems of prevention, monitoring of businesses and monitoring and evaluating past actions.Conclusion: Achieving the desired status of prevention of crimes against chastity requires integrated and coherent measures, planning, improvement and strengthening of measures in the effective areas involved in crime inside and outside the organization.
