واکاوی مدیریت انتظامی برقراری نظم و امنیت مسابقات فوتبال در ایران

مقدمه: حضور انبوه جمعیت تماشاگران فوتبال و نبود رویه‌های کنترلی هوشمند و به‌روز، موجب شکل‌گیری و تشدید احساسات و واکنش‌های نابهنجار در برخی از تماشاگران شده است؛ در چنین شرایطی با توجه به نقش کلیدی نیروی انتظامی در برگزاری مسابقات ورزشی، پژوهش حاضر، به واکاوی مدیریت انتظامی برقراری نظم و امنیت مسابقات فوتبال در ایران پرداخته است. روش: مطالعه حاضر، پژوهشی توسعه‌ای – کاربردی، مبتنی بر رویکرد کیفی است که به روش تحلیل مضمون انجام شد. شرکت‌کنندگان شامل 30 نفر از استادان، خبرگان و صاحب‌نظران مرتبط با موضوع پژوهش بودند که به‌صورت هدفمند از نوع ملاکی انتخاب و با استفاده از فنون مصاحبه نیمه‎ساختاریافته انفرادی و گروه کانونی، داده‌های مدنظر از آن‌ها دریافت و در نرم‌افزار مکس‎کیود‌ا (maxqda) دسته‌بندی شدند. یافته‌ها: از 255 صفحه متن بر اساس مصاحبه‌های انجام شده، تعداد 1086 کد در قالب 157 مضمون پایه استخراج شد و سپس، مضامین دارای مفاهیم یکسان در یکدیگر ادغام شدند و 16 مضمون سازمان‌دهنده را در قالب 4 مضمون فراگیر (مدیریت اطلاعات، مدیریت ارتباطات، مدیریت منابع و مدیریت عملیات) تشکیل دادند. نتیجه‌گیری: لازم است نیروی انتظامی با همکاری و ارتباط سازنده با سایر سازمان‌ها و نهادها، بر مبنای آگاهی، استفاده از وسایل کنترلی هوشمند به‌جای فردمحور، اشراف اطلاعاتی و با مدیریت منابع سازمانی، اقدامات حمایتی عملیاتی خود را با تاکید بر اصل پیشگیری و پیش‌بینی مدیریت کند تا جامعه از دستاوردهای این ورزش شامل تقویت همبستگی ملی، ایجاد روحیه نشاط و شادی بهره‌مند شود.

Investigating the Law enforcement management in establishing order and security of football matches in Iran

Introduction: Mass attendance of football spectators and the lack of smart and uptodate control procedures have led to formation and intensification of emotions and abnormal reactions in some spectators. In such circumstances, given the key role of law enforcement in holding sports competitions, the present study pays attention to Investigating the Law enforcement management in establishing order and security of football matches in Iran. Method: The present study is a developmentalapplied research based on a qualitative approach, which was done within the framework of thematic analysis method. Participants were included 30 people from academic professors, experts and researchrelated specialists, who were selected based on purposeful criterion sampling. Data were collected using semistructured interviews and focus groups, and were analyzed using MAXQDA software. Findings: From 255 pages of interview text were extracted 1086 codes, in the form of 157 basic themes. Then, it was merged themes that had the same concepts and was formed 16 organizing themes within the framework of 4 main themes (1 Information management; 2 Communication management; 3 Resource management; and 4 Operations management). Conclusion: To create an environment free of any tensions and conflicts and security threats, it is necessary to law enforcement with constructive cooperation and communication with other organizations and institutions, based on awareness, using smart control devices instead of personcentered, information intelligence and organizational resource management, to manage its supportoperational measures with an emphasis on the principle of prevention and anticipation. So that, the society can benefit from the achievements of this sport, including strengthening national solidarity, creating a spirit of vitality and happiness.
