مدیریت گفتمان چالشهای امنیتی - انتظامی فرقه های نوظهور دینی

مقدمه: فرقه‌های نوظهور و جنبش‎های نوپدید دینی که در ایران «جمنا» خوانده می‌شوند، به مجموعه فرقه‌ها و گروه‌هایی اطلاق می‌شود که با عضوگیری از اقشار مختلف اجتماعی و به‎ویژه جوانان، در زمینه معنویت و عرفان‌های جدید فعالیت می‌کنند. این پژوهش به هدف شناخت مهمترین پیامدهای امنیتی انتظامی این فرقه‌ها انجام شد. روش: تحقیق حاضر به روش تحلیلی توصیفی و با استفاده از تحلیل محتوای اسناد صورت پذیرفته است. یافته‌ها: فرقه‌های نوظهور دینی به خاطر تعارض در ارزش‌ها و هنجارها با دین رسمی و نظم اجتماعی، نظم و امنیت اجتماعی را دچار اختلال می‌سازند. فرق به خاطر سرسپردگی به رهبر و سازمانی ویژه، در ابتدا، با ارزش‌ها و هنجارهای اجتماعی دچار تعارض شده و زمینه را برای بسیاری از جرائم و بزه‌های اخلاقی و اجتماعی فراهم می‌سازند. نتیجه‌گیری: جنبش‌های فکری نوین، آن‎هم با اصول اعتقادی و مسلکیِ التقاطی، اصولاً خارج از چارچوب حمایت‌های قانونی‌اند. این فرقه‌ها، گاه تار و پود یک کشور را در هم ریخته و مشکلات عدیده‌ای بر سر راه پیشرفت آن فراهم می سازند. اتخاذ راهکارهای اساسی در مقابل جنبش‌های فکری نوظهور، ضروری است. شناسایی زمینه‌ها، عوامل و کانون‌های تهدید و اتخاذ راهکارهای مناسب امنیتی و اطلاعاتی در جهت مقابله با آن‌ها، طراحی روش و نظامی جامع برای احیاء و پیاده‌سازی ارزش‌های دینی و اجتماعی، پیش‌بینی سازوکارهای موثر امنیتی و نظارتی و  ... از جمله اقدامات بازدارنده نیروی انتظامی در مواجهه با این فرقه‎ها می‎تواند باشد.

Discourse Management Security and Disciplinary Challenges of Emerging Religious Sects

Abstract: Emerging sects and emerging religious movements in Iran, called Jamna, refer to a set of sects and groups that recruit members from different walks of life, especially young people, to work in the field of spirituality and new mysticism. This study aims to answer the question of what are the most important securitydisciplinary consequences of these sects and how can the challenges arising from them be managed in the field of security and law enforcement issues. Method: The present study was performed using analyticaldescriptive method and using content analysis of documents. Findings of the research: Emerging religious sects are disrupting social order and security due to conflicts in values ​​and norms with official religion and social order. Differences in devotion to the leader and the particular organization initially conflict with social values ​​and norms, and provide the basis for many moral and social crimes and offenses. Conclusion: In general, new sects or intellectual movements, with eclectic doctrinal and professional principles, are fundamentally outside the framework of legal protections. These sects and movements, or other similar currents, have at times disrupted the fabric of a country or created many problems for its progress. It is necessary to take basic measures and strategies against emerging sects and intellectual movements. Identifying the grounds, factors and centers of threat and adopting appropriate security and intelligence solutions to deal with them, designing a comprehensive military and military method for reviving and implementing religious and social values, anticipating effective security mechanisms And monitoring the development and expansion of sociocultural activities of law enforcement units can be among the deterrent measures of law enforcement in the face of these sects
