واکاوی چالش های نیروی انتظامی برای جلب مشارکت اطلاعاتی مردم در راستای افزایش امنیت اجتماعی

مقدمه: درحال حاضر یکی از چالش های مهم درخصوص رابطه نیروی انتظامی با مردم، جلب مشارکت اطلاعاتی مردم در زمینه های مختلف برای همیاری با پلیس در پیشگیری و مقابله با اقدامات غیرقانونی و مجرمانه و تامین امنیت عمومی و اجتماعی است. با افزایش آگاهی مسئولین نیروی انتظامی از دلایل کمرنگ بودن مشارکت مردم، آنان می توانند برخی عواملی را که در حیطه اختیار و اراده آنهاست، به نفع این افزایش مشارکت تغییر دهند. روش: ابتدا مطالعات و بررسی های لازم درباره مبانی نظری تحقیق صورت گرفت، سپس با انجام مصاحبه عمیق با 12 نفر از خبرگان، عوامل موثر (چالش‌ها) در 3 مولفه و 12 سنجه مشخص و طی پرسشنامه محقق ساخته در اختیار 59 نفر از خبرگان گذاشته شده است. شیوه انتخاب نمونه ها به صورت هدفمند بوده است. یافته‌ها: یافته‌های تحقیق نشان می‌دهد موضوعاتی نظیر فقدان قوانین لازم برای محافظت از شهود و مردم در زمینه همکاری اطلاعاتی با نیروی انتظامی، تغییر کیفیت رابطه مردم با نیروی انتظامی و سازمانهای امنیتی کشور در اثر ایجاد جنگ نرم و پروژه های تغییر ذهن توسط بیگانگان، وجود برخی بی عدالتی ها و تبعیض ها در نظام اقتصادی و سیاسی، و... از مهم ترین چالش های نیروی انتظامی برای جلب مشارکت اطلاعاتی مردم در راستای افزایش امنیت اجتماعی هستند. نتیجه‌گیری: سازوکارها و الزامات مشارکت اطلاعاتی مردم در تعامل با نیروی انتظامی از کیفیت کارکردهای این سازمانها در سطوح مختلف به خصوص سطوح تصمیم گیری و عملیاتی آنها تاثیر می پذیرد که نهایتا در سرمایه اجتماعی این سازمانها یعنی اعتماد عمومی تبلور پیدا می کند، بنابراین اگر اعتماد مردم به نیروی انتظامی افزایش یافته و سایر شرایط قانونی و ساختاری لازم نیز فراهم شود، اقبال و مشارکت هدفمند مردم در امور اطلاعاتی و امنیتی بهبود خواهد یافت.
