طراحی مدل تامین امنیت مسابقات لیگ برتر فوتبال ایران

مقدمه: یکی از چالش‌های متصدیان رویدادهای ورزشی، مهیاکردن یک محیط امن و مطمئن است. گستردگی روزافزون رویدادهای ورزشی و خصوصیات مربوط به آن باعث شده که تمام عوامل شرکت‌کننده در این رویدادها اعم از تماشاگران و ورزشکاران در معرض خطر بیشتری قرار گیرند. لذا هدف پژوهش حاضر طراحی مدل تامین امنیت مسابقات لیگ برتر فوتبال ایران است. روش: تحقیق حاضر از نوع کیفی است. جامعه آماری این پژوهش، صاحب‌نظران (اساتید مدیریت ورزشی و کارشناس‌های نیروهای حفظ امنیت) بودند. شیوه نمونه‌گیری، هدفمند و معیار اشباع نظری در این روش به تعداد مصاحبه‌ها (تعداد 17 مصاحبه) پایان داد. نحوه گزینش نمونه در فن نمونه‌گیری هدفمند از نوع گلوله‌برفی/ شبکه‌ای بود. ابزار گردآوری اطلاعات در این پژوهش، مصاحبه نیمه ساخت‌یافته بر اساس مدل پاردایمی نظریه داده‌بنیاد بود. برای انجام تجزیه‌وتحلیل آماری از آزمون‌های تحلیل تماتیک با کمک نرم‌افزارهای nvivo بود. یافته‌ها: یافته‌های این پژوهش حاکی از آن است که در تامین امنیت مسابقات لیگ برتر فوتبال ایران 4 قضیه اصلی عوامل علی (عملکرد داوری، صلاحیت فنی کارکنان، بازدید بدنی، ایمنی، نظارت، بلیت‌فروشی، برنامه‌ریزی، ارزیابی)، زمینه‌ای (استفاده از ابزارهای نوین نظارتی، توجه به زیرساخت‌ها، کنکاش محیط و حفاظت از مواد خطرزا)، میانجی (همکاری رسانه‌های گروهی، تعاملات اجتماعی، هماهنگی مجریان، مدیریت بحران و توجه به کانون هواداران) و راهبردی (آموزش، فرهنگ‌سازی، شناخت پیچیدگی مسائل امنیتی و وضع قانون و مقررات) موثر هستند. نتیجه‌گیری: بر اساس بررسی‌های انجام‌شده مشخص می‌گردد که در تامین امنیت یک مسابقه فوتبال تنها نیروهای انتظامی و امنیتی نقش ندارند، بلکه بسیاری از عوامل دیگر نیز وجود دارند که شکل‌گیری آن‌ها سبب افزایش امنیت می‌شود.

Designing a Model for Securing the Iranian Football Premier League

Introduction: One of the challenges of sporting events is to provide a safe and secured environment. The increasing popularity of sporting events and its associated features have made all those involved in the event, including spectators and athletes, more at risk. Therefore, the purpose of this study is to design a model for securing the matches of the Iranian Premier League. Method: This study is a qualitative one. The statistical population is experts (sport management professors and experts security forces). The purposeful sampling method and theoretical saturation criterion in this method ended with the number of interviews (17 interviews). The sampling method in the targeted sampling technique is snowball / grid type. The data gathering tool in this study is semistructured interview based on the paradigmatic model of foundation data theory. The thematic analysis tests were performed by Nvivo. Finding: The findings of this study indicate that the four main theories of causal factors such as (refereeing performance, technical competence of personnel, physical inspection, safety, supervision, ticket sales, planning, evaluation) in securing the Iranian Premier League matches. , Contexts (use of new surveillance tools, attention to infrastructure, environmental exploration and protection of hazardous materials), mediators (mass media collaboration, social interactions, anchor coordination, crisis management, and fan focus) and strategy (Education, culture, understanding the complexity of security issues and law and order) are effective. Conclusion: Based on the studies it is revealed that security of a football matchdoesnt due only to the law enforcement and security forces, but there are many other factors that increase security.
