واکاوی نقش پلیس پیشگیری در پیشگیری از جرم از طریق طراحی محیطی با تاکید بر تعاملات برون‎سازمانی (مورد مطالعه: تهران بزرگ)

مقدمه: یکی از روش‎های پیشگیری از جرم که از نظر اجتماعی و اقتصادی هزینه‎های کمتری دارد و به‎صورت بنیادی‎تر به جلوگیری از وقوع جرائم کمک می‎کند، پیشگیری از جرم از طریق طراحی محیطی است که در کشور ما کمتر مورد توجه و استفاده قرار گرفته است. هدف پژوهش، دستیابی به ماهیت اقدامات پیشگیرانه محیطی توسط پلیس پیشگیری تهران بزرگ، از طریق بررسی وضعیت فعلی و ارائه روش‎های مناسب برای رسیدن به شرایط مطلوب است. روش: این پژوهش از حیث جهت‎گیری، کاربردی و از نظر اهداف، اکتشافی است. روش پژوهش، توصیفی تحلیلی است. جامعه آماری، خبرگان انتظامی و علمی مرتبط در سطح شهر تهران می‎باشند که 117 نفر از آنان با توجه به سوابق علمی و عملی، برای پاسخگویی به پرسشنامه برگزیده شده‎اند. یافته‎ها: اقدامات برون‎سازمانی پلیس پیشگیری در زمینه طراحی محیطی جرم‎ستیز، اهدافی نُه‎گانه نظیر افزایش آستانه ظرفیت، تقویت همبستگی اجتماعی، بهبود نظارت طبیعی و... را شامل می‎شود که مولفه‎های تشکیل‎دهنده و سنجه‎های مربوطه توسط خبرگان تایید شده است. بر همین اساس، در زمینه اقدامات برون‎سازمانی برای پیشگیری از جرم از طریق طراحی محیطی، تفاوت واقعی بین وضع موجود و مطلوب وجود دارد و با هر سطحی از خطا، فرض مطلوب بودن وضعیت موجود رد شده است. نتیجه‎گیری: با توجه به یافته‎های پژوهش، در ارزیابی حاصل از مصاحبه دقیق با خبرگان، علل وجود فاصله بین وضع موجود و وضع مطلوب به این نحو احصاء شده است: ورود نداشتن جدی پلیس به موضوع پیشگیری از جرم از طریق طراحی محیطی جرم‎ستیز در کشور، نبود مقررات شفاف و الزام‎آور برای سازمان‎ها و مردم در این زمینه، برخی کمبودهای سازمانی مانند نیروی انسانی متخصص، آموزش‎های لازم و اعتبارات سازمانی مورد نیاز.

Study of The Prevention Police Measures in the field of crime prevention through environmental design with emphasis on the external Cooperation (Case Study: Tehran bozorg)

Introduction: One of the ways of preventing crime that has less social and economic costs and helps to prevent crimes significantly is the crime prevention through environmental design that is less attended and used in our country. The goal of this research is optimal use of this type of preventive measures by the prevention police in Tehran bozorg, through the review of the current situation to provide suitable measures and achieve the desired conditions. Method: This research is applicable and in terms of goals is exploratory. The research method is descriptiveanalytical. The statistical society 117 of is the related scientific experts and police in the city of Tehran had scientific and practical background. Findings: The external measures of prevention police in the field of Crime Prevention through environmental design follow nine targets, such as increasing the threshold capacity, strengthening social solidarity, improve natural monitoring…. constituent components and the respective indicators are approved by the experts. Accordingly, in the field of external measures for crime prevention through environmental design, there is a real difference between the status quo and desirable and with any level of error, suppose of desirable status quo has been rejected. Conclusions: According to the research findings in the evaluation of the detailed interview with experts, causes the distance between the status quo and the desired is specified in this way: not serious interfering police in crime prevention through environmental design in the country seriously, the lack of transparent and binding regulations for organizations and people in this field, some organizational deficiencies such as: manpower specialist, the necessary training and organizational credits needs.
