تدوین استراتژی های دانشگاه آزاد اسلامی تبریز با استفاده از رویکرد پویایی شناسی سیستم

در این پژوهش با استفاده از رویکرد پویایی شناسی سیستم، استراتزی های دانشگاه آزاد اسلامی واحد تبریز در دوره زمانی 1398 تا 1413 شبیه سازی شده است. بر اساس ادبیات تحقیق متغیر های« روند دانشجو»، « منابع فیزیکی»، « کیفیت اموزشی»، « منابع انسانی»، «تحقیقات و انتشارات» و «عملکرد مالی» بعنوان متغیرهای کلیدی موثر در تدوین استراتژی های دانشگاه آزاد اسلامی واحد تبریز در نظر گرفته ‌شده اند. سپس با کمک گرفتن از نظریه‌های معتبر در حوزه ادبیات مساله و دیدگاه های افراد خبره، روابط علیّ در قالب توابع ریاضی تعریف ‌شده و در نهایت اقدام به شبیه‌سازی‌شده است. سناریوهای تدوین شده بر اساس 3 هدف کاهش هزینه ها، افزایش درآمدها و رشد کیفیت آموزشی تدوین و مورد ارزیابی قرار گرفته اند. نتایج این تحقیق نشان داد با اجرای سناریو افزایش تعدیل نیرو در دانشگاه آزاد تبریز، میزان نرخ هزینه دانشگاه آزاد تبریز 5 درصد کاهش پیدا خواهد کرد. سناریو دوم تحقیق نیز نشان داد که در صورتی که میزان بودجه پژوهشی به میزان 40 درصد تغییر داده شود درامدهای غیر شهریه ای 19 درصد رشد خواهد داشت. شبیه سازی سناریو سوم نیز نشان داد که افزایش 25 درصد سرمایه گذاری های جدید در دانشگاه آزاد اسلامی واحد تبریز موجب می شود تا نرخ جذب دانشجو در بلند مدت به میزان 17 درصد افزایش یابد. با توجه به نتایج به دست آمده از سناریوهای مطرح شده، پیشنهاد می‌گردد تا دانشگاه آزاد اسلامی تبریز دو استراتژی افزایش بودجه پژوهشی و استراتژی سرمایه گذاری های جدید را در پیش بگیرد.

Formulation of the Strategies of the Tabriz Branch, Islamic Azad University through System Dynamics Approach

The study aims to simulate the strategies of Islamic Azad University, Tabriz branch during 2019 2034 period through system dynamics approach. Based on research literature, the variables of student trend, physical resources, educational quality, human resources, research and publication and financial operation were considered as key effective variables in formulating the mentioned strategies. The interaction between variables i.e, the dynamic hypothesis is demonstrated by causalloop diagrams and statecurrent maps. Then, the causal relations were defined in the form of mathematical functions and finally simulated by using reliable theories in the field of problemsolving literature and experts’ opinion. The scenarios were formulated and analyzed based on three main objects, namely cost reduction, increase of revenue and educational quality development. Our results showed that by the implementation of downsizing scenario in Tabriz Azad university, the tuition rate of the university experienced a decrease of five percent. The second scenario showed that if research budget experiences a change of 40%, nonfee revenues would grow 19%. The simulation of the third scenario revealed that, 25% increment of new investments in Tabriz Azad University leads to the growth of student attraction rate by 17% in long term. Taking the results of three scenarios into consideration makes us to suggest that it is advisable that Tabriz Azad University should follow the two strategies of increasing research budget and making use of new investments.
