ارزیابی تاثیر روش های اجرایی مدیریت برنامه ریزی شهری در ارتقای انضباط ترافیکی

زمینه و هدف: از راه های دست‌یابی به ترافیک روان و ایمن، ایجاد هماهنگی در روش‌های اجرایی برنامه ریزی شهری بین سازمان های دخیل در حوزه حمل ونقل است؛ لذا به منظور بررسی تاثیر اقدام‌های اجرایی در کاهش تصادفات، ارزیابی تاثیر روش های اجرایی برنامه ریزی شهری در ارتقای انضباط ترافیکی شهرگرگان، هدف پژوهش حاضر قرار گرفت.روش: پژوهش از لحاظ هدف، کاربردی و از نظر روش‌های کمی گردآوری داده‌ها، توصیفی- تحلیلی است که به روش پیمایشی اجرا شده است. جامعه آماری تحقیق را کارشناسان ارشد راهور، مدیران برنامه ریزی شهری و کارشناسان اداره کل راهداری و حمل‌ونقل جاده ای استان گلستان تشکیل می‌دهد که با توجه به محدودبودن جامعه آماری به‌صورت تمام‌شمار استفاده شده است. برای جمع‌آوری داده‌ها از پرسش‌نامه محقق‌ساخته استفاده شد.یافته‌ها: تاثیر دو مولفه راه‌کارهای مدیریتی با ضریب 4/706 و مولفه آموزش مقررات ایمنی با ضریب 4/567 بیش از سایر مولفه ها در روش های اجرائی مدیریت برنامه ریزی شهری بر انضباط ترافیکی شهر گرگان موثر هستند. نتیجه‌گیری: براساس نتایج پژوهش، راه‌کارهای مدیریتی شامل: استفاده از ظرفیت دوربین های نظارتی و ثبت هوشمند تخلفات، حمل ونقل عمومی با رویکرد هوشمندسازی شامل بهره­مندی از سامانه پیشرفته مدیریت ترافیک atms؛ اصلاح هندسی و ارتقای ایمنی معابر شامل: تخصیص بودجه کافی جهت رفع نقاط پرتصادف و بهبود زیرساخت‌های شهری در حوزه ترافیک و آموزش مقررات ایمنی با استفاده از ظرفیت فضای مجازی در راستای ارتقای فرهنگ صحیح رانندگی بیشترین تاثیر را دارند و راه‌کار کاربری زمین شامل: توسعه شهر در مناطقی که خدمات‌رسانی شهرداری از نظر اقتصادی مقرون به صرفه باشد،کمترین تاثیر را در ارتقای انضباط ترافیکی شهر گرگان دارند.

evaluate the impact of urban planning practices management on improving traffic discipline(case study: gorgan city)

background and aim: one of the ways to achieve safe traffic is to establish coordination in the executive methods of urban planning between organizations involved transportation. therefore, in order to investigate the effect of executive measures in reducing accidents, has been implemented in urban planning management with the aim of promoting traffic discipline and preventing accidents in gorgan.method: the type of research is analytical-descriptive. to collect data from the field method and in field studies, the delphi method is used, by preparing a questionnaire, information. required for collection and to obtain its validity, content validity was used and to calculate the reliability, cronbach’s alpha coefficient was used, the value of which was 0.81 calculated.results: the effect of management solutions with a coefficient 4.706 and safety regulation training with a coefficient 4.567 are more effective than other components in the executive methods of urban planning management on traffic discipline in gorgan.results: based on the research results, management strategies include; utilizing the capacity surveillance cameras and intelligent recording of violations, public transportation with intelligent approach, including the use of advanced atms, geometric correction and improving road safety, including allocating sufficient funds to eliminate accident hotspots and improve urban infrastructure. in the field of traffic safety regulations training, using the capacity of cyberspace in order to promote the correct driving culture, the most impact and land use strategy, including city development in areas where municipal services are economically viable, have the least impact on promoting city traffic discipline in gorgan.
