شناسایی و رتبه‌بندی شاخص های رشد هوشمند شهری با تاکید بر ترافیک و حمل‌ونقل شهری

هدف پژوهش حاضر، شناسایی و رتبه بندی و تدوین راهبردها و شاخصه های رشد هوشمند شهری (به‌طور خاص در حوزه حمل‌ونقل شهری) در محدوده جغرافیایی منطقه 8 شهرداری تهران است. جامعه آماری این پژوهش، کلیه کارشناسان و اساتید حوزه برنامه ریزی شهری بوده است. با استفاده از روش نمونه گیری غیرتصادفی هدفمند، 60 نفر از کارشناسان حوزه مطالعات شهری و مدیریت شهری به‌عنوان نمونه انتخاب شد. به‌منظور تجزیه و تحلیل داده های به‌دست‌آمده، از پرسش‌نامه پژوهش، از تحلیل سلسله مراتبی و نرم افزار super decision استفاده شده است. ‌وسایل نقلیه (زیرساخت های ترافیکی) رتبه اول، شاخص های نرم افزاری رتبه دوم و زیرساخت خیابان رتبه سوم را از لحاظ اهمیت در رشد هوشمند حمل‌ونقل کسب کردند. فراهم‌آوردن امکان خرید بلیت و سایر خدمات مربوطه به‌صورت لحظه‌ای، مهم ترین عامل مورد تاکید، توسط کارشناسان بوده است. این گزینه نشان دهنده اهمیت خدمات الکترونیک در ابعاد اقتصادی زیست محیطی (کاهش مصرف سوخت و انرژی) ‌در رشد هوشمند شهری در حوزه ترافیک دارد. فراهم‌کردن دسترسی به مترو و بی آرتی شهری برای تمام گروه های سنی، ‌جنسی، ‌حسی حرکتی اولویت مهم دیگری است که بر بعد عدالت فضایی و اجتماعی تاکید دارد. درنهایت استفاده از خودروهای پاک، ‌برقی هیبریدی از سایر مواردی است که مورد توجه قرار گرفته است. اهمیت این گزینه نیز در باب منافع محیط زیستی و اقتصادی است.

Identification and Ranking of Urban Smart Growth Indicators, Emphasis on Traffic and Urban Transportation Aspect (Case study: District 8 of Tehran Municipality)

The purpose of this study is to identify, rank and develop strategies and indicators of smart urban growth (especially in the field of urban transportation) in the geographical area of District 8 of Tehran Municipality. The statistical population of this study was all experts and professors in the field of urban planning. Using purposive nonrandom sampling method, 60 experts in the field of urban studies and urban management were selected as the sample. In order to analyze the obtained data, the research questionnaire, hierarchical analysis and Super Decision software were used. (Vehicles (traffic infrastructure) ranked first, software indexes ranked second and street infrastructure ranked third in terms of importance in intelligent transportation growth. Providing the opportunity to buy tickets and other related services online has been the most important factor emphasized by experts. This option shows the importance of eservices in economicenvironmental dimensions (reduction of fuel and energy consumption) in the smart urban growth in the field of traffic. Providing access to the subway and urban art for all age, gender, sensorymotor groups is another important priority that emphasizes the dimension of spatial and social justice. Finally, the use of clean, electrichybrid cars is another issue that has been considered. The importance of this option is also in the environmental and economic benefits.
