کارآفرینی سیاسی: واکاوی پیامدهای آن در عرصه سیاست‌گذاری

هدف: کارآفرین سیاسی تحریک کننده تحولات اساسی در جامعه است که با اقدامات خلاقانه و تحول آفرین اثرات شگرفی را در سیاست ها و راهبردهای نهادهای سیاسی از خود بر جای می گذارد. پژوهش حاضر با هدف واکاوی پیامدهای کارآفرینی سیاسی در عرصه سیاست‌گذاری بااستفاده از رویکرد دلفی فازی انجام گرفت.روش: این پژوهش در زمره پژوهش های آمیخته با رویکرد کیفی و کمی است که ازنظر هدف، کاربردی و حیث ماهیت و روش، توصیفی پیمایشی است. جامعه آماری پژوهش را مدیران سازمان‌های دولتی در استان لرستان تشکیل می دهند که با استفاده از اصل کفایت نظری و روش نمونه گیری هدفمند 18 نفر از آنان به عنوان اعضای نمونه انتخاب گردید. در بخش کیفی پژوهش برای گردآوری داده از مصاحبه نیمه ساختار یافته (عمیق) بهره گرفته شد که روایی و پایایی آن به ترتیب با استفاده از ضریب cvr و آزمون کاپای کوهن تایید شد و داده های به‌دست‌آمده از مصاحبه با استفاده از نرم­افزار atlas.ti و روش کدگذاری تحلیل شد و پیامدهای کارآفرینی سیاسی شناسایی شد. از طرفی در بخش کمی برای گردآوری اطلاعات از پرسشنامه مقایسه زوجی استفاده شد که روایی و پایایی آن با استفاده از روایی محتوا و  نرخ ناسازگاری مورد تایید قرار گرفت.یافته‌ها: نتایج پژوهش حاکی از آن است که بر اساس قضاوت و نظرسنجی از خبرگان نوزده عامل به عنوان پیامدهای کارآفرینی سیاسی معرفی گردید. همچنین نتایج مبین آن است که جلب افکار عمومی، توسعه حیات سیاسی و ایجاد ائتلاف ها و گروه ها، پایش های دقیق درونی و بیرونی، جهت دهنده سیاست ها، تزریق سیاست های تازه و نوآورانه و تنظیم روابط در شبکه ها مهمترین پیامدهای کارآفرینی سیاسی در عرصه سیاست‌گذاری هستند.نتیجه‌گیری: برای افزایش توانمندی افراد، گروه ها و احزاب برای استمرار مشارکت قانونمند در فضای سیاسی و همچنین بهبود قابلیت پاسخگویی سیستم سیاسی به سیاست‌گذاران توصیه می شود به کارآفرینان در عرصه سیاست عنایت ویژه ای داشته باشند تا با تحول‌آفرینی در خط مشی ها و سیاست ها راه‌گشای حل مسائل سازمان و جامعه باشند.

Political Entrepreneurship: The Analysis of Its Implications Area to Policy Making

Objective: Political entrepreneur stimulates fundamental changes in society, which through creative and transformative actions has a tremendous impact on policies and political institutions.Methods: The aim of the present study the implications of political entrepreneurship in policymaking were analyzed using the fuzzy Delphi approach. This research is among the researches mixed with a qualitative and a quantitative approach which is descriptivesurvey in terms of purpose, application and nature and method. the statistical population of the study consists of managers of government organizations in Lorestan province. Using the principle of theoretical adequacy and purposeful sampling method, 18 of them were selected as sample members. In the qualitative part of the research, semistructured (indepth) interviews were used to collect data, the validity and reliability of which were confirmed using the CVR coefficient and KappaCohen test, respectively, and the data obtained from the interview using the software. Atlas. ti and the coding method were analyzed and the consequences of political entrepreneurship were identified. on the other hand, in the quantitative part, a pairwise comparison questionnaire was used to collect information, the validity and reliability of which were confirmed using content validity and incompatibility rate.Results: The results of the research indicate that based on judgments and surveys of experts, nineteen factors were introduced as the consequences of political entrepreneurship. The results also show that attracting public opinion, developing political life and forming coalitions and groups, accurate internal and external monitoring, policy direction, injecting new and innovative policies and regulating relations in the network are the most important consequences of political entrepreneurship in the field of policymaking.Conclusion: To increase the ability of individuals, groups and parties to continue lawful participation in the political arena, as well as to improve the accountability of the political system, policymakers are advised to pay special attention to entrepreneurs in the field of politics to transform the policy.
