شناسایی و تفسیر الگوهای ذهنی مدیران شهری نسبت به شهر هوشمند با روش‌شناسی کیو (مورد مطالعه: شهر همدان)

هدف: خط‌مشی‌گذاری اثربخش در حوزه مدیریت شهری، به آگاهی از نقشه ذهنی دست‌اندرکاران این حوزه نیاز دارد. هدف این پژوهش، ارائه راهکار‌هایی برای تسریع هوشمندسازیِ شهری با شناسایی و تفسیر الگوهای ذهنی مدیران شهری در رابطه با شهر هوشمند است.روش: روش‌شناسی پژوهش، روش کیو است. فضای گفتمان پژوهش با انجام 11 مصاحبه و به‎شکل اکتشافی و همین‌طور با استفاده از ادبیات پژوهش گردآوری شد. مشارکت‌کنندگان پژوهش تعداد 25 نفر از مدیران و متخصصان شهریِ شهر همدان بودند که در تصمیم‌گیری‌های کلان‌شهر دارای نفوذ بالایی بوده و به شیوه نمونه‌گیری هدفمند انتخاب شدند.یافته‌ها: پس از ارزیابی و جمع‌بندی فضای گفتمان، تعداد 204 عبارت کوتاه مانند عبارات کیو انتخاب شدند. بعد از نظرسنجی از خبرگان، در نهایت تعداد 42 عبارت به‌عنوان نمونه عبارات کیو انتخاب شدند. بعد از جمع‌آوری اطلاعات حاصل از مرتب‌سازی کیو از 25 مشارکت‌کننده، این اطلاعات توسط نرم‌افزار اس‌پی‌اس‌اس نسخه 25 با روش تحلیل عاملی کیو تحلیل شد و تعداد 11 الگوی ذهنی متمایز را میان مشارکت‌کنندگان پژوهش در رابطه با شهر هوشمند شناسایی کرد که 32/77 درصد از واریانس کل را تبیین می‌کند.نتیجه‌گیری: این 11 الگوی ذهنی، به‌ترتیب با نام‌های «کلان‌نگران امیدوار»، «طرفداران خدمات‎محوری»، «طرفداران شهروند‌محوری»، «علاقه‌مندان به مدیریت واحد شهری»، «واقع‌بینان عدالت‌گرا»، «فرهنگیان قانون‌گرا»، «طرفدار راهبردهای بالندگی»، «توسعه‌گرایان علمی»، «برون‌گرایان علاقه‌مند به چابک‌سازی»، «اقتصادگران ریسک‌گریز» و در نهایت «مدافعان محیط‌ زیست»، نام‌گذاری شدند و اهمیت و اولویت‌بندی موارد شناسایی‌شده، بر اساس الگوهای ذهنی به‎دست‎آمده انجام شد. در پایان، با توجه به تفسیر الگوهای ذهنی به‎دست‎آمده، راهکارهایی برای تسریع در هوشمندسازی شهرها پیشنهاد شد

Identifying and Interpreting the City Manager’s Mental Patterns towards the Smart City: A Q Research in Hamadan

Objective: Policymaking in the field of urban management requires understanding the mental models and patterns of managers, experts and those involved in this field. The purpose of this research was to identify and interpret mental models of urban managers in Hamadan city towards a smart city.Methods: The method of this research is the Q methodology. The participants of the present study were 25 managers and urban experts in Hamadan who have high influence and influence in decision making in the metropolitan area. They were selected through purposeful and nonprobable sampling. The discourse space of the present study was gathered from various sources such as interviewing 11 managers and urban experts and literature.Results: After evaluating and summarizing the concourse, 204 short sentences were selected as Q samples. After a survey of experts, a total of 42 sentences were selected as examples of Q samples. After creating the terms of the concourse, they interviewed them with Q methodology. After collecting the data from Q sorting, this data was analyzed by SPSS software version 25 with Q analysis method and identified 11 distinct mental patterns among participants of the research on the smart city which (77.32) per cent of variance Explained the whole.Conclusion: These 11 subjective patterns are named, respectively, in the names of &promising macro&, &pivotal advocates&, &pivotal advocates&, &urban planners&, &justiceoriented realists&, &laworiented cultures&, &pro Upgrading strategies&, &scientific developers&,& extroverts interested in agility&, &unpriced economists& and eventually &environmental advocates& were named and the importance and prioritization of identified cases of the smart city based on the mental patterns achieved face Took In the end, according to the interpretation of the mental models, solutions have been proposed to accelerate urban intelligence
