مدل تصمیم‌گیری استراتژیک تامین مالی پروژه‌های تحقیقاتی در دانشگاه‌های دولتی (مورد مطالعه: دانشگاه تهران)

هدف: وابستگی پژوهش‌های دانشگاهی به بودجه دولت در دانشگاه‌های دولتی موجب شده است تا محدودیت‌ها و مشکلات اقتصادی دولت در سال‌های اخیر بر وضعیت پژوهش‌های دانشگاهی نیز اثر نامطلوب بگذارد. از این رو، مدیران دانشگاه‌های دولتی می‌بایست در خصوص به‌کارگیری روش‌های مختلف تامین مالی پژوهش‌ها، به‌خصوص استفاده از منابع مالی بخش خصوصی و صنعت، رویکرد استراتژیکی اتخاذ کنند. پژوهش حاضر، با هدف طراحی و تبیین مدل تصمیم‌گیری استراتژیک تامین مالی پروژه‌های تحقیقاتی در راستای تقویت و ثمردهی پروژه‌های تحقیقاتی دانشگاه تهران انجام پذیرفته است.روش: روش پژوهش این مقاله از نوع کیفی و داده‌های کیفی از طریق انجام مصاحبه نیمه‌ساختاریافته با خبرگان و مطالعه مقالات و متون جمع‌آوری شده است. به‌منظور استخراج سنجه‌ها و سازه‌های اصلی مدل، داده‌ها با استفاده از روش تحلیل تم تجزیه و تحلیل شدند. 34 نفر خبرگان مصاحبه‌ها با استفاده از روش گلوله برفی انتخاب شدند.یافته‌ها: بر اساس نتایج پژوهش، 10 سازه اصلی که از 33 سنجه تشکیل شده‏اند، اجزای مدل راتشکیل می‎دهند.نتیجه‌گیری: اجزای مدل تصمیم‌گیری استراتژیک تامین مالی پروژه‎های تحقیقاتی دانشگاه تهران عبارت‌اند از: ارتباطات داخلی و خارجی دانشگاه، زنجیره ایده تا محصول، الزامات و تمهیدات قبل از اجرای استراتژی‌ها، بررسی و انتخاب استراتژی‎ها، استراتژی اصلاح ساختار، استراتژی مالی، استراتژی مشارکتی، استراتژی بهینه‌سازی نتایج پژوهش‎ها و استراتژی منابع انسانی و ارزیابی.

Strategic Decision Making Model for Financing Research Projects in Public Universities (Case Study: University of Tehran)

Objective:The dependence of research on the state budget on public universities has caused the government’s economic problems in recent years to adversely affect the status of academic research. Therefore, managers of public universities should prioritize the use of other research funding methods, including attracting funds from the private and industrial sectors and taking a strategic approach in this regard. The purpose of this study was to design and explain a strategic decisionmaking model for financing research projects to Improve the research projects of the University of Tehran.Methods: The research method of this article is qualitative and qualitative data were collected through semistructured interviews with experts and study of articles and texts. In order to extract the main metrics and structures of the model, the data were analyzed using the theme analysis method. Thirtyfour interviewees were selected using the snowball method.Results: Based on the results of the research, 10 main structures consisting of 33 measures constitute the model components. Conclusion: Components of strategic decisionmaking model for financing research projects of Tehran University include: internal and external university communication, ideatoproduct chain, Requirements before implementing, review and selection of strategies, structural reform strategy, financial strategy, Collaborative Strategy, Research Results Optimization Strategy, HR Strategy and Evaluation.
