تبیین عوامل ساختاری موثر بر شکل‎گیری شبکه‎های خط‎مشی (مطالعۀ موردی: نظام کارآفرینی ایران)

هدف از این پژوهش شناسایی عوامل ساختاری موثر بر شکل‎گیری شبکه های خط‎ مشی در نظام کارآفرینی ایران است. این پژوهش از نظر هدف توسعه ای است و با استفاده از روش ترکیبی، در دو مرحله، شامل شناسایی شاخص ها به روش تحلیل مضمون و آزمون آن به روش پیمایشی از نوع همبستگی اجرا شده است. جامعۀ آماری پژوهش کارکنان و دست‌اندرکاران نظام کارآفرینی ایران است. حجم نمونۀ آماری به روش نمونه‌گیری تصادفی خوشه ای چند مرحله ای 833 نفر تعیین شد و داده های لازم با استفاده از پرسشنامۀ محقق‎ساختۀ عوامل ساختاری و شبکه های خط‎ مشی جمع‎آوری گردید. نتایج پژوهش نشان داد ساختار سازمانی غیرمتمرکز، استراتژی (راهبرد) تعاملی، نظام ارزیابی عملکرد با رویکرد اجتماعی، زیرساخت های فناوری اطلاعات و ارتباطات یکپارچه، نظام حقوق و دستمزد منعطف، نظام آموزش و پژوهش حمایت‎کنندۀ شبکه و همگرایی بالا در اهداف و منافع، بر شکل‎گیری شبکه‎های خط‎ مشی در نظام کارآفرینی ایران موثرند.

Explaining the Structural Factors Influencing the Formation of Policy Networks; (A Survey on Iranian Entrepreneurship System)

This research aims to identify the structural factors influencing the formation of policy networks in entrepreneurship system of Iran; therefore, this study is a developmental as regards with its objective. The researchers used a mixed method research in two stages, including identifying the indicators through theme analysis of the subject and testing it through a correlational survey method. The statistical population of the research includes the employees of the Iranian entrepreneurship system. Based on multistage cluster sampling, the sample size was decided to be 833and the data were collected using a researchermadequestionnaire. The results of this study showed that decentralized organizational structure, interactive strategy, performance evaluation system based on social approach, integrated information and communication infrastructure, flexible payroll system, network supportive educational and research system, and high convergence in goals and interests have a positive effect on formation of policy networks in Iran's entrepreneurship system.
