Abstract    the united states' longest war in its history was waged in afghanistan (2001-2021), initiated in response to the september 11th attacks under the banner of the fight against terrorism. beyond its military and economic superiority over other major powers, the united states also holds the premier global position in terms of the number and prestige of its think tanks. the practice of evidence-based and knowledge-informed policymaking has established think tanks as one of the influential variables shaping american foreign policy. the core research question of this study is: what role have think tanks played in u.s. foreign policy towards afghanistan, with a specific focus on the counter-terrorism strategy? the research hypothesis is that think tanks have played a significant role in shaping and supporting u.s. foreign policy in afghanistan, particularly in the area of counterterrorism. to provide a detailed answer to this question, relevant data were gathered from published authoritative sources and analyzed using an analytical-descriptive methodology. the conceptual framework of this study employs the market-oriented knowledge regime to explain the mechanism through which think tanks influence the policy-making process in the united states. this framework is elucidated with regard to the imperatives of the liberal market economy and the decentralized open government. the research findings indicate that the influence of think tanks on u.s. foreign policy has a history spanning more than a century. concerning the subject of this inquiry, they have performed their role through several channels: testimony by think tank researchers before congressional committees, media presence and the mobilization of public opinion, the provision of policy recommendations, and the holding of executive and advisory positions within the government apparatus.
