تاثیر بی انضباطی مالی دولت در رشد اقتصادی

انضباط مالی و چگونگی هزینه کردن بودجه در سطح کلان کشوری از مفاهیمی که در مسائل کلان مالی اهمیت به سزایی دارد. این مهم در کشورهای نفتی اهمیت خاصی دارد. در اکثر تحقیقات به بررسی انضباط مالی پرداخته شده است. اما در این تحقیق سعی شده با دیدگاهی جدید از منظر بررسی بی انضباطی مالی دولت فرضیه های تحقیق بررسی شود. بر این اساس، هدف اصلی این پژوهش ارزیابی عوامل موثر بر بی انضباط مالی دولت و همچنین تاثیر بی انضباط مالی دولت در رشد اقتصادی عراق طی دوره 2005 تا 2021 بوده، که برای برآورد مدل های تحقیق از روش خود گرسیون با وقفه گسترده (ardl) استفاده شده است. نتایج تحقیق حاکی از آن است که، تاثیر حجم دولت بر بی انضباطی مالی دولت کشور عراق مثبت و معنی داری است، بنابراین، کاهش حجم دولت می تواند کاهش بی انضباطی مالی دولت را سبب گردد. از طرفی، نتایج کوتاه مدت و بلند مدت تخمین مدل تحقیق مبین آن است که، ارتباط منفی و معنی داری ما بین بی انضباطی مالی دولت و رشد اقتصادی است. لذا، برای ثبات در رشد مستمر حتما باید بی انضباطی مالی دولت مهار شود. بهتر است، باتوجه به اثر کاهندگی درآمد های - مالیاتی نسبت به درآمد های نفتی بر بی انضباطی مالی دولت و توجه به رشد پویا در کشور عراق، برنامه های توسعه اقتصادی کشورعراق بر پایه گسترش استفاده از منبع درآمد مالیاتی و کاهش حجم دولت طرح ریزی شود.

financial discipline and how to spend the budget at the macro level of the country is one of the concepts that is very important in macro financial issues. this is especially important in oil countries. in most researches, financial discipline has been examined. however, in this research, an attempt has been made to examine the research hypotheses with a new perspective from the perspective of investigating the government's financial indiscipline. based on this, the main goal of this research is to evaluate the factors affecting the financial indiscipline of the government and also the impact of the financial indiscipline of the government on the economic growth of iraq during the period from 2005 to 2021, which is used to estimate research models using the auto-regression method with a break. (ardl) has been used. the results of the research indicate that the effect of the size of the government on the fiscal indiscipline of the iraqi government is positive and significant, therefore, reducing the size of the government can reduce the fiscal indiscipline of the government. on the other hand, the short-term and long-term results of the estimation of the research model show that there is a negative and significant relationship between government fiscal indiscipline and economic growth. therefore, for stability in continuous growth, the financial indiscipline of the government must be curbed.
