بررسی تاثیر سیاستهای فعال بازارکار بر کاهش نرخ بیکاری: رویکرد گشتاور تعمیم یافته

این مقاله با استفاده از روش اقتصاد سنجی gmm به بررسی تاثیر مخارج سیاستهای فعال بازار کار بعنوان درصدی از تولید ناخالص داخلی، تورم، شکاف مالیاتی، سرمایه گذاری مستقیم خارجی و نرخ با وقفه بیکاری بر کاهش نرخ بیکاری با استفاده از داده های آماری ایران و کشورهای عضو g20 که بصورت پنل دیتا در بازه زمانی 2005 تا سال 2022 جمع آوری شده بود، می پردازد و نتایج برآورد مدل های اقتصادسنجی نشان می‌دهد که افزایش 1درصد در مخارج سیاستهای فعال بازار کار نرخ بیکاری را به اندازه 0/031درصد کاهش میدهد که به نظر میرسد این کاهش نرخ بیکاری به واسطه افزایش یک درصدی مخارج سیاستهای فعال بازار کار کمتر از مطالعه ای است که اسکادورو در سال 2018 در بررسی تاثیر سیاستهای فعال بازار کار بر کاهش نرخ بیکاری کشورهای عضو oecd داشت و نتیجه گرفته بود که افزایش 1 درصدی مخارج سیاستهای فعال بازار کار منجبر به کاهش 0/38درصدی نرخ بیکاری خواهد شد.تحقیقات انجام شده حاکی از آنست که هزینه های که روی سیاستهای فعال بازار کار در ایران (ایجاد شغل مستقیم، خدمات کاریابی، یارانه های دستمزد و کارورزی و مهارت آموزی در محیط کار و..) انجام می گردد می توانند در راستای موفقیت کارگران در یافتن و پیدا کردن شغل کمک کنند و نهایتا منجر به کاهش بیکاری در ایران گردد .

investigating the impact of active labor market policies on reducing the unemployment rate: the generalized torque approach

using the gmm econometric method, this article examines the impact of active labor market policies as a percentage of gdp, inflation, tax gap, foreign direct investment and unemployment rate on reducing the unemployment rate using statistical data from iran and the g20 member countries, which was collected as a panel data in the period from 2005 to 2022, and the estimation results of econometric models show that a 1% increase in the expenditure of active labor market policies reduces the unemployment rate by 0.031%, which it seems that this decrease in the unemployment rate due to a one percent increase in the expenditure of active labor market policies is less than the study conducted by escadoro in 2018 in the study of the impact of active labor market policies on reducing the unemployment rate of oecd member countries and concluded that a 1 percent increase in expenditure the active policies of the labor market will be forced to reduce the unemployment rate by 0.38%. the researches conducted indicate that the costs of the active policies of the labor market in iran (creating direct jobs, job search services, wage subsidies and training and skills training in the workplace) and..) are done, they can help the success of workers in finding and finding jobs and ultimately lead to the reduction of unemployment in iran.
