حکمرانی اسلامی: امنیت سیاسی و راهکارهای‌ تحقق آن از دیدگاه قرآن کریم

امروزه امنیت سیاسی به معنای ثبات سازمانی دولت‌ها و سیستم‌های حکومتی، یکی از چالش‌های جدی کشورها است تا جایی که مشروعیت آن‌ها را در معرض خطر قرار داده است. الگوهای حکمرانی گوناگونی در پهنه دنیا برای ایجاد مشروعیت سیاسی و در نتیجه ثبات سازمانی حکومت‌ها ارائه شده است. قرآن کریم به عنوان باارزش‌ترین منبع معرفتی جامعه اسلامی هم برای تامین امنیت سیاسی، مولفه‌هایی را برای حکمرانی معرفی کرده است. از این‌رو،‌ پرسش تحقیق این است که: حکمرانی اسلامی چه راهکارهایی را برای تولید امنیت سیاسی بر پایه قرآن کریم ارائه داده است؟ پژوهش پیش‌رو، با روش «تفسیر موضوعی استخراجی غیرزمانی» در پی آن است که بدون تحمیل پرسش‌های زمانه بر این متن مقدس به این مهم دست یابد. قرآن در موارد گوناگونی با توصیف ویژگی‌ها و تهدیدهای مربوط به امنیت سیاسی ، به نمونه هایی تاریخی اشاره کرده است. بر این اساس، برای فراهم‌کردن امنیت سیاسی، حکمرانی قرآنی از دو رکن اصلی _ یعنی مردم‌محور و الهی‌بودن _ تشکیل شده است. ذیل این دو رکن، راهکارهای تحقق امنیت سیاسی عبارتند از: تبعیت مسئولان از حاکم اسلامی، عدالت محوری، وحدت و عدم تفرقه بین مسئولان، عدم طغیا‌ن‌گری و استبداد حاکمان، اجرای حدود اسلامی، علم‌محوری، نرم‌خویی حاکمان با مردم، آمادگی همه‌جانبه برای رویارویی با تهدیدهای خارجی.

today، political security، meaning the organizational stability of governments and government systems، is one of the serious challenges to countries to the extent that it has put their legitimacy at risk. various governance models have been proposed around the world to create political legitimacy and، as a result، the organizational stability of governments. the holy quran، as the most valuable source of knowledge for the islamic community، has introduced components for governance to ensure political security. therefore، the research question is: what solutions has islamic governance provided to produce political security based on the holy quran? the present research، using the method of atemporal extractive thematic interpretation، seeks to achieve this without imposing contemporary questions on this sacred text. the quran has referred to historical examples in various cases by describing the characteristics and threats related to political security. accordingly، to provide political security، quranic governance is composed of two main pillars: people-centeredness and divineness. under these two pillars، the strategies for achieving political security include: obedience of officials to the islamic ruler، justice-centeredness، unity and lack of division among officials، lack of rebellion and tyranny of rulers، implementation of islamic limits، science-centeredness، gentleness of rulers towards the people، and comprehensive readiness to confront external threats.
