ارائه الگوی حکمرانی شبکه‌ای مبتنی بر سیاست‌های کلی تامین اجتماعی ابلاغی مقام معظم رهبری

هدف این پژوهش ارائه یک الگوی بومی و کاربردی حکمرانی شبکه‌ای مبتنی بر سیاست‌های کلی تامین اجتماعی ابلاغی مقام معظم رهبری است. این پژوهش از نوع کاربردی–توسعه‌ای و با رویکرد کیفی انجام شد. داده‌ها با استفاده از مصاحبه‌های نیمه‌ساختاریافته با 14 نفر از خبرگان حوزه حکمرانی شبکه‌ای و تامین اجتماعی گردآوری گردید. نمونه‌گیری به صورت هدفمند و به روش گلوله‌برفی انجام شد و فرایند مصاحبه تا رسیدن به اشباع نظری ادامه یافت. تحلیل داده‌ها از طریق کدگذاری باز، محوری و انتخابی و با استفاده از نرم‌افزار maxqda 2020 انجام گرفت. نتایج تحلیل داده‌ها نشان داد که الگوی حکمرانی شبکه‌ای استخراج‌شده شامل پنج بعد اصلی است: عوامل علی (مانند ساختار سازمانی و پیش‌نیازهای اجرای الگو)، عوامل زمینه‌ای (شامل زمینه‌های فرهنگی، اجتماعی و بسترهای قانونی)، عوامل مداخله‌گر (نظیر تغییرات محیطی، فشار گروه‌های ذی‌نفع، کمبود منابع و عدم هماهنگی سازمانی)، راهبردها (ابزارها، روش‌ها و مراحل اجرای الگو شامل طراحی، پیاده‌سازی و ارزیابی) و پیامدها (آثار مثبت مانند افزایش کارایی، کاهش هزینه‌ها، ارتقای خدمات و پیامدهای منفی احتمالی مانند افزایش پیچیدگی یا کاهش پاسخگویی). نتایج نشان می‌دهد که تحقق حکمرانی شبکه‌ای در سازمان تامین اجتماعی مستلزم ایجاد ساختار منسجم، هماهنگی بین‌بخشی، مدیریت موانع محیطی، بهره‌گیری از فناوری‌های نوین و انجام ارزیابی مستمر است. اجرای صحیح این الگو می‌تواند به افزایش کارایی، بهبود کیفیت خدمات، مشارکت بیشتر ذی‌نفعان و ارتقای انسجام نهادی منجر شود.

a network governance model based on the general policies of social security issued by the supreme leader

the objective of this study is to develop a practical and context-driven network governance model aligned with the general policies of social security issued by the supreme leader of iran. this applied and developmental study employed a qualitative grounded theory approach. data were collected through semi-structured interviews with 14 experts in network governance and social security، selected through purposive and snowball sampling until theoretical saturation was achieved. interview transcripts were analyzed using open، axial، and selective coding with maxqda 2020 software. analysis revealed five core dimensions of the proposed model: causal conditions (organizational structure and essential prerequisites for implementation)، contextual conditions (cultural، social، legal، and institutional backgrounds)، intervening conditions (environmental changes، stakeholder pressures، resource shortages، and inter-organizational misalignment)، strategies (tools، mechanisms، and phased stages of design، implementation، and evaluation)، and consequences (positive outcomes such as improved efficiency، enhanced public participation، cost reduction، and service improvement، along with potential negative outcomes including increased complexity or reduced accountability). the findings demonstrate that effective network governance in the social security organization requires structural coherence، strengthened inter-organizational collaboration، strategic management of external challenges، integration of technological tools، and continuous evaluation. successful implementation of the proposed model can enhance institutional efficiency، stakeholder satisfaction، and the overall performance of the social security system.
