ارائه مدل شایستگی مدیران سازمان امور مالیاتی کشور با تاکید بر مهارتهای کوانتومی

شایستگی ترکیبی مثبت از دانش، توانایی و تمایل در دسترس بودن فرد برای کنار آمدن و موفقیت در برابر شرایط متغیر دنیای امروزی است. هدف از تحقیق مورد نظر ارائه مدل شایستگی مدیران سازمان امور مالیاتی کشور بر تاکید بر مهارت‌های کوانتومی می باشد. این پژوهش از لحاظ هدف تحقیق کاربردی و از نظر روش از نوع ترکیبی (کیفی - کمی)، تحلیل مضمون و پیمایشی است. جامعه آماری در بخش کیفی ‌شامل خبرگان اساتید دانشگاهی و مدیران سازمان امور مالیاتی شامل مدیران (عملیاتی، مدیران میانی، مدیران عالی) که تا نیمه اول سال 1403 مشغول به کار بودند از بین آن‌ها به صورت نمونه گیری هدفمند به تعداد 12 نفر نمونه بر اساس معیارهای (سابقه کار حداقل 15 سال، تجربه کاری در بخش مدیران عالی، میانی و عملیاتی و رشته های تحصیلی و کاری مرتبط در حوزه سازمان امور مالیاتی) از بین مدیران و اساتید انتخاب شدند که بخش کیفی به شیوه مصاحبه نیمه ساختار یافته با خبرگان انجام شد و بخش کمی با کمک پرسشنامه 28 سوالی با طیف 9 گزینه‌ای لیکرت بر اساس پرسش‌ها و الگوی امتیاز دهی مورد سنجش قرار گرفت و تجزیه و تحلیل داده ها در بخش کمی با استفاده از نرم افزارهای ism و تاپسیس فازی انجام گرفته است. طبق نتایجی که از تحلیل سوال های این تحقیق بدست آمد مدیران امور مالیاتی کشور ماهیت فعالیت‌ها به به تفکیک (توسعه مدیریت و منابع، درآمدهای مالیاتی، امور حقوقی و فنی مالیاتی و فناوری های مالیاتی) می باشند و با توجه به انتظارات اسناد بالا دستی بر اساس دیدگاه مشارکت کنندگان به شایستگی هایی (توانمندی‌های مدیریتی، دانش تخصصی و توانمندی‌های عملکردی) نیاز دارند و شایستگی‌های مد نظر مدیران امور مالیاتی کشور در مهارت‌های کوانتومی شامل (نگاه کوانتومی، تفکر کوانتومی، احساس کوانتومی، شناخت کوانتومی، عمل کوانتومی، اعتماد کوانتومی و زیست کوانتومی) می باشد.

presenting a competency model for managers of the national tax administration with an emphasis on quantum skills

competency is a positive combination of knowledge، ability، and the willingness of an individual to cope with and succeed in the face of today's changing conditions. the aim of the present study is to propose a competency model for managers of the national tax administration، with an emphasis on quantum skills. methodologically، this research is applied in its objective and employs a mixed-methods (qualitative-quantitative)، thematic analysis، and survey-based approach. the statistical population in the qualitative section includes experts، university professors، and managers from the national tax administration (including operational، middle، and senior managers) who were employed until the first half of 2024. using purposive sampling، 12 individuals were selected based on criteria such as a minimum of 15 years of work experience، practical experience at senior، middle، and operational management levels، and educational or professional backgrounds relevant to the tax administration sector. the qualitative section was conducted through semi-structured interviews with experts، while the quantitative section utilized a 28-item questionnaire with a 9-point likert scale، scored based on the designed questions and rating pattern. quantitative data analysis was carried out using ism and fuzzy topsis software. according to the findings derived from the analysis of research questions، the activities of tax administration managers can be categorized into the domains of management and resource development، tax revenues، legal and technical tax affairs، and tax technologies. based on the expectations outlined in higher-order documents and participants' perspectives، managers require competencies in managerial abilities، specialized knowledge، and functional skills. the quantum competencies identified for managers of the national tax administration include quantum vision، quantum thinking، quantum feeling، quantum cognition، quantum action، quantum trust، and quantum living.
