Abstract
this study employs a systematic scoping review methodology to analyze and synthesize experts' perspectives in the field of negotiated curriculum. the findings indicate that existing approaches can be categorized into a three-dimensional continuum comprising minimal, intermediate, and maximal levels of student participation. the study presents a continuum model of student participation that provides a comprehensive framework encompassing all decision-making levels, from classroom content selection to macro-educational policymaking. emphasizing content flexibility and contextual adaptability, this model demonstrates both theoretical and practical potential to significantly reduce the curriculum gap between the intended, implemented, and attained curriculum. data analysis reveals that implementing this model enhances student engagement and accountability in the learning process while fostering deeper and more sustainable learning outcomes. however, key challenges include structural resistance in centralized educational systems, the need to redefine teachers' roles (from knowledge transmitters to facilitators), and the necessity of developing legal frameworks to ensure effective participation. by integrating theoretical evidence with successful empirical models, this study offers practical implementation strategies for diverse educational contexts (from schools to universities), emphasizing institutional capacity building and cultural preparation as critical success prerequisites.
