Abstract

the future intelligence model of public managers is a conceptual framework that explains the cognitive, emotional, and behavioral capabilities of managers to anticipate and prepare for future developments in the field of public management. this model includes a set of skills and capabilities such as analyzing environmental trends, strategic thinking, mental flexibility, and the ability to understand environmental complexities and uncertainties that enable managers to make intelligent and innovative decisions in the face of future challenges. in addition, future intelligence encourages public managers to have an open and proactive attitude towards social, economic, and technological changes, to identify future opportunities and threats, and to implement effective policies to ensure sustainable development and improve the efficiency of the governance system. specifically, the effect of causal factors on foresight intelligence was confirmed with a path coefficient of 0.632 (t=3.106, p<0.001), contextual factors with a path coefficient of 0.356 (t=2.519, p=0.012), and interfering factors with a path coefficient of 0.108 (t=2.615, p<0.001). also, the effect of managers' foresight intelligence on adopting effective strategies with a path coefficient of 0.712 (t=27.065, p<0.001) and realizing financial and non-financial consequences resulting from strategic actions with a path coefficient of 0.941 (t=51.764, p<0.001) was significantly proven. thus, this model is proposed as a key tool in strengthening managerial capabilities and improving the effectiveness of government organizations in a dynamic and complex environment.
