تحلیل نیازسنجی مشارکتی بر اساس رویکرد حکمرانی مبتنی بر مدیریت اجتماع‌محور روستایی (مورد مطالعه: روستای چهارطاق شهرستان باخرز)

تحلیل نیازسنجی مشارکتی، فرایند بررسی نیازها، مسائل و مشکلات مردم و جامعه با همکاری و مشارکت آنان است. این رویکرد با هدف شناسایی نیازهای واقعی و اصلی مردم می‌تواند کیفیت زندگی را بهبود بخشد و رضایت جامعه را افزایش دهد. هدف حکمرانی، تامین حقوق و نیازهای مردم جامعه است. بررسی رویکردهای حاکمیتی می‌تواند روند مدیریت و شفافیت را در روستاهای شهرستان باخرز بهبود بخشد. پروژۀ طرح آبادانی و پیشرفت منظومه‌های روستایی با رویکرد شبکۀ اجتماعی گامی در راستای تدوین برنامۀ عمل حکمرانی در روستاهای شهرستان بوده است. در این راستا، نیازسنجی و اولویت‌بندی مشکلات روستاییان از مهم‌ترین اصول در برنامه‌ریزی روستایی است. در این تحقیق با استفاده از روش‌های کیفی شامل بحث گروهی، تمامی مشکلات از دیدگاه ذی‌نفعان محلی شناسایی و اولویت‌بندی شد. در گام بعدی نیز برحسب دیدگاه ذی‌نفعان محلی، برای شناسایی اولویت‌های توسعۀ روستایی از معیارهای امکانات سلامتی، آموزش‌وپرورش، امنیت و حمایت از کارآفرینی با استفاده از روش ahp بهره گرفته شد. نتایج نشان داد که به‌ترتیب تکمیل بند ژرف، اصلاح الگوی کشت و لایروبی قنات برای مردان با بیشترین اولویت به‌ترتیب 33 درصد از نیاز گروه مردان و 17 درصد از نیاز گروه زنان را به خود اختصاص داده‌اند. ارتباط با جوامع محلی به‌صورت تصمیم‌گیری جمعی، فرایندی است که می‌تواند تعیین خط‌مشی و سیاستگذاری را با تاکید بر جوامع محلی به ارمغان آورد؛ بنابراین، پیشنهاد می‌شود در هر پروژه، بستر مشارکت اجتماعی روستاییان فراهم شود؛ چراکه همدلی روستاییان با پروژۀ اجرایی، دلسوزی برای به سرانجام رسیدن اهداف پروژه را در بر خواهد داشت و این دلسوزی در مقایسه با احساس مسئولیت، گامی فراتر و محرکی درونی و متضمن اهداف مدیریتی است.

participatory needs assessment analysis based on the governance approach based on rural community-oriented management (case study: chahartaq village of bakherz city)

participatory needs assessment analysis is the process of examining the needs, issues and problems of the people and society considering their cooperation and participation. this approach aims to identify the real needs of the people which improves the quality of life while increases the satisfaction of the society. meanwhile,the purpose of governance is to provide the rights and needs of the people in the society. examining governance approaches can improve the process of management and transparency in the villages of bakharz town located in northeastern iran. the development plan of rural systems with the social network approach has been a step for formulating the action plan of governance in the villages of the studied region. in this regard, assessing the needs and prioritizing the problems of villagers in the region is one of the most important principles in rural planning. in this research, using qualitative methods, all problems were identified and prioritized from the point of view of local stakeholders. in the next step, the ahp method was used to identify the rural development priorities according to the local stakeholders' opinions. the results showed that completion of the deep dam reservoir, the modification of the cultivation pattern and the dredging of the qanats for men with the highest priority and covers 33% of the needs of the men's group and 17% of the needs of the women's group, respectively. communicating with the local communities in the form of collective decision-making is a process that could bring policy making with an emphasis on the local stakeholders which will ensure success of the project.
