جوانی جمعیت و سرمایه انسانی راهکار ارتقای توسعه اقتصادی و رفاه اجتماعی

چکیدهاین پژوهش به واکاوی رابطه پویای بین «ساختار سنی جمعیت» و «سرمایه انسانی» به مثابه موتور محرک توسعه می‌پردازد. استدلال محوری مقاله آن است که پدیده «جوانی جمعیت»، اگرچه به خودی خود می‌تواند به افزایش بار تکفل و تشدید بیکاری بینجامد، اما در صورت هدایت صحیح و سرمایه‌گذاری هدفمند بر کیفیّت نیروی کار، می‌تواند به یک «موهبت جمعیتی» تاریخی و عامل خروج از «تله جمعیتی فقر» تبدیل گردد. بر پایه این تحلیل، گذار جمعیتی نه یک تقدیر، که یک فرصت استراتژیک قلمداد می‌شود که تحقق آن در گرو عزمی ملی برای ارتقای سرمایه انسانی است.

abstractthis study examines the dynamic relationship between the “age structure of the population” and “human capital” as a driving force for development. the central argument of the article is that the phenomenon of “young population”, although in itself it can lead to an increase in the burden of dependency and an increase in unemployment, if properly guided and targeted investment in the quality of the labor force, can become a historical “demographic gift” and a factor in escaping the “demographic poverty trap”. based on this analysis, the demographic transition is considered not a fate, but a strategic opportunity, the realization of which depends on a national determination to promote human capital.
