   بازنگری ساختار سازمانی با رویکرد مدیریت فرایندهای کسب‌وکار مطالعه موردی یک شرکت عمرانی

چکیده    هدف این پژوهش، بازنگری ساختار سازمانی یک شرکت عمرانی پروژه‌محور با رویکرد مدیریت فرایندهای کسب‌وکار است. شرکت مورد مطالعه با چالش‌هایی نظیر تداخل وظایف، تمرکز تصمیم‌گیری در سطح مدیرعامل، وابستگی فرایندهای کلیدی به افراد، نبود شفافیت در نقش‌ها و مسئولیت‌ها و ضعف در نگاه فرایندی مواجه بود. در پاسخ به این چالش‌ها، پروژه‌ای برای بازطراحی ساختار سازمانی بر مبنای زنجیره ارزش و معماری فرایندی طراحی و اجرا شد.در گام نخست، ارکان جهت‌ساز سازمان شامل چشم‌انداز، ماموریت، ارزش‌ها، اهداف و استراتژی‌ها استخراج و زنجیره ارزش شرکت تدوین گردید. سپس با اتکا به چارچوب‌های مرجع مدیریت فرایندهای کسب‌وکار و مدل‌های استاندارد معماری فرایند، از جمله چارچوب apqc، حلقه‌های اصلی و پشتیبان زنجیره ارزش شناسایی و برای هر حلقه، ماتریس حالت–کارکرد تشکیل شد. بر مبنای این تحلیل، مجموعه‌ای از فرایندهای اصلی، مدیریتی و پشتیبان استخراج و در قالب «سند معماری فرایندی» تثبیت شد. در ادامه، با بهره‌گیری از مطالعه تطبیقی ساختار سازمانی شرکت‌های مشابه در صنعت ساخت‌وساز و مصاحبه با خبرگان سازمان، ساختار سازمانی کلان جدید طراحی گردید.نتایج نشان می‌دهد که رویکرد فرایندی در بازنگری ساختار، منجر به افزایش شفافیت نقش‌ها، کاهش ریسک‌های عملیاتی، کاهش وابستگی به افراد، چابک‌تر شدن مسیرهای تصمیم‌گیری، تقویت انسجام بین واحدها و ایجاد زیرساخت مناسب برای مکانیزه‌سازی فرایندها می‌شود. یافته‌های این مطالعه می‌تواند به‌عنوان یک الگوی عملی برای شرکت‌های پروژه‌محور در صنعت ساخت‌وساز مورد استفاده قرار گیرد.

   redesigning organizational structure using business process management: a case study of a construction company

Abstract    this paper reports the results of a business process–oriented redesign of the organizational structure in an iranian project-based construction company. the company was facing several challenges, including overlapping responsibilities, highly centralized decision-making at the ceo level, strong dependence of key processes on specific individuals, and lack of transparency in roles and end-to-end processes. in response, a structured project was launched to redesign the organizational structure based on the company’s value chain and business process architecture. first, the strategic foundations of the company (vision, mission, values and strategic objectives) were reviewed and a tailored value chain for the construction business was developed. then, using established bpm and process architecture frameworks such as the apqc process classification framework, the main and supporting value-chain segments were identified and a set of core, management and support processes were derived by means of state–function matrices. this architecture was subsequently translated into a new high-level organizational structure, taking into account benchmarking insights from similar construction firms and the views of internal experts. the results indicate improved role clarity, reduced operational and legal risks, increased agility in decision-making and a stronger basis for future digitalization of business processes. the proposed approach can serve as a practical roadmap for other project-based organizations in the construction sector.
