the role of standards in maritime-based development: an analysis of challenges in iran’s maritime industry

Maritime-based development is increasingly recognized as a strategic pathway for sustainable economic growth, particularly in coastal nations. standards—both technical and legal—form the foundation for ensuring safety, environmental protection, and operational efficiency in the maritime sector. this paper examines the role of standards in promoting maritime-based development, focusing on the iranian maritime industry. using a comparative and analytical approach, the study identifies key challenges such as outdated technical regulations, weak inspection systems, limited compliance with imo conventions, and insufficient coordination among national maritime institutions. the findings indicate that adopting updated international standards, strengthening inspection and classification systems, and aligning educational programs with the imo’s stcw convention can significantly enhance iran’s maritime capabilities. ultimately, the paper argues that modernizing maritime standards and enforcement mechanisms is essential for iran to achieve a sustainable and globally competitive maritime economy.
