صنعت دریانوردی، که ستون فقرات تجارت جهانی است، توسط چارچوب پیچیدهای از استانداردهای بینالمللی اداره میشود که به عنوان الزامات فنی برای ایمنی، امنیت و حفاظت از محیطزیست درک میشدند. در این مقاله استدلال شد که ماهیت و کارکرد استانداردسازی تحول فلسفی عمیقی را تجربه کرده و از یک ابزار فنی به یک نهاد اقتصادی قدرتمند که ارزش را ایجاد، تصاحب و توزیع میکند، تکامل یافته است. با روششناسی تحقیق کیفی مبتنی بر تحلیل مضمون اسناد سازمان بینالمللی دریانوردی، گزارشهای صنعتی و ادبیات دانشگاهی، این مطالعه یک چارچوب فلسفی سهبخشی نوین را میسازد. این چارچوب مفهوم قرارداد مارتین هایدگر از تکنولوژی، اقتصاد نهادی داگلاس نورث و عقلانیت ابزاری ماکس وبر را برای واسازی این تکامل تلفیق میکند. یافتهها نشان میدهند که استانداردهایی مانند شاخصهای کارایی انرژی طراحی (eedi) و شدت کربن (cii) اکنون به عنوان مکانیسمهای دو فاکتو بازار، نوآوری را هدایت میکنند، چشماندازهای رقابتی را شکل میدهند و به عنوان داراییهای استراتژیک عمل میکنند. این مطالعه این گذار را کمی میکند و نشان میدهد که بازار جهانی فناوریهای انطباق مانند اسکرابرها تا سال 2025 از 12 میلیارد دلار فراتر خواهد رفت و کشتیهایی با رتبه cii برتر میتوانند حق بیمه نرخ کرایه 15-5 درصدی را طلب کنند. همچنین نتیجه شد که این گذار مستلزم بازاندیشی انتقادی در مبانی فلسفی حکمرانی دریایی است. برای ذینفعان، شناخت استانداردها به عنوان نهادهای اقتصادی، به جای توصیههای صرفاً فنی، برای مقابله با چالشهای آینده و اهرمکردن آنها برای مزیت استراتژیک در یک بازار جهانی به طور فزاینده رقابتی و تنظیمشده بسیار مهم است.

Abstract
|
the maritime industry, the backbone of global trade, is fundamentally governed by a complex framework of international standards, historically perceived as technical requirements for safety, security, and environmental protection. this paper argues that the nature and function of standardization have undergone a profound philosophical transition, evolving from a positivist-inspired technical tool into a powerful economic institution that creates, captures, and distributes value. utilizing a qualitative research methodology grounded in a thematic analysis of international maritime organization (imo) documents, industry reports, and academic literature, this study constructs a novel tripartite philosophical framework. this framework synthesizes martin heidegger s concept of the enframing (gestell) of technology, douglass north s institutional economics, and max weber s instrumental rationality to deconstruct this evolution. the findings demonstrate that standards, such as the energy efficiency design index (eedi) and the carbon intensity indicator (cii), now function as de facto market mechanisms, directing innovation, shaping competitive landscapes, and acting as strategic assets. the study quantifies this shift, illustrating that the global market for compliance technologies like scrubbers will exceed usd 12 billion by 2025, and that vessels with superior cii ratings can command freight rate premiums of 5-15%. the paper concludes that this transition necessitates a critical re-evaluation of the philosophical underpinnings of maritime governance. for stakeholders, recognizing standards as economic institutions, rather than mere technical prescriptions, is crucial for navigating future challenges and leveraging them for strategic advantage in an increasingly competitive and regulated global market.
