مطالعه تطبیقی استانداردهای دریایی تجاری و نظامی

استانداردهای دریایی به‌عنوان چارچوب‌های فنی، حقوقی و عملیاتی، نقش حیاتی در تضمین ایمنی، کارایی و هماهنگی فعالیت‌های دریایی ایفا می‌کنند. این استانداردها در دو حوزه اصلی تجاری و نظامی با اهداف، ساختارها و الزامات متفاوت تدوین می‌شوند. استانداردهای تجاری دریایی عمدتاً توسط نهادهای بین‌المللی مانند سازمان بین‌المللی دریانوردی (imo) و سازمان بین‌المللی استاندارد (iso) طراحی شده‌اند و تمرکز آن‌ها بر ایمنی، بهره‌وری اقتصادی، حفاظت از محیط زیست و تطابق با بازار جهانی است. در مقابل، استانداردهای نظامی دریایی توسط نهادهایی مانند وزارت دفاع کشورها، ناتو و موسسات تحقیقاتی نظامی تدوین می‌شوند و بر محرمانگی، دوام در شرایط بحرانی، امنیت ملی و قابلیت‌های عملیاتی در محیط‌های جنگی تاکید دارند.این مقاله با رویکرد تطبیقی، به بررسی تفاوت‌ها و شباهت‌های میان این دو دسته استاندارد می‌پردازد. روش تحقیق مقاله مبتنی بر تحلیل اسنادی، مرور منابع علمی، و بررسی اسناد رسمی تدوین‌شده توسط نهادهای بین‌المللی و نظامی است. در بخش‌های مختلف مقاله، ساختار تدوین استانداردها، اهداف عملکردی، الزامات فنی، ملاحظات حقوقی، الزامات زیست‌محیطی، و تاثیرات عملیاتی آن‌ها مورد بررسی قرار گرفته است.یافته‌های پژوهش نشان می‌دهند که هرچند استانداردهای نظامی و تجاری دریایی در برخی مولفه‌ها مانند ایمنی و طراحی شناورها اشتراکاتی دارند، اما تفاوت‌های بنیادین در فلسفه تدوین، سطح سخت‌گیری، و حوزه‌های کاربرد آن‌ها وجود دارد. در پایان، پیشنهادهایی برای هم‌افزایی میان این دو حوزه، تدوین استانداردهای ملی ترکیبی، و ارتقاء همکاری‌های فنی ارائه شده است.

a comparative study of commercial and military maritime standards

maritime standards, as technical, legal and operational frameworks, play a vital role in ensuring the safety, efficiency and coordination of maritime activities. these standards are developed in two main areas: commercial and military, with different objectives, structures and requirements. commercial maritime standards are mainly designed by international bodies such as the international maritime organization (imo) and the international organization for standardization (iso), and their focus is on safety, economic efficiency, environmental protection and compliance with the global market. in contrast, military maritime standards are developed by bodies such as the ministries of defense of countries, nato and military research institutes and emphasize confidentiality, durability in critical conditions, national security and operational capabilities in war environments.this article, with a comparative approach, examines the differences and similarities between these two categories of standards. the research method of the article is based on documentary analysis, review of scientific sources, and review of official documents developed by international and military bodies. in different sections of the article, the structure of standards development, performance objectives, technical requirements, legal considerations, environmental requirements, and their operational impacts are examined.the research findings show that although military and commercial maritime standards have some commonalities in some components such as safety and vessel design, there are fundamental differences in their development philosophy, level of rigor, and areas of application. finally, suggestions are made for synergy between these two areas, development of combined national standards, and promotion of technical cooperation.
