   مدیریت شورابه آب‌شیرین‌کن‌های ساحلی: بررسی استانداردها، خلاهای مقرراتی و چارچوب پیشنهادی برای استان هرمزگان

چکیده    افزایش شبکه‌های آب‌شیرین‌کن ساحلی در حاشیه خلیج فارس و دریای عمان، تولید مقادیر چشمگیر شورابه (brine) را به‌همراه داشته که در صورت مدیریت نامناسب می‌تواند به تغییرات زیست‌محیطی محلی، کاهش تنوع زیستی و تهدید زیستگاه‌های حساس منجر شود. این مقاله با هدف بررسی استانداردها و مقررات بین‌المللی و منطقه‌ای مرتبط با تخلیه و مدیریت شورابه، ارزیابی خلاهای در سطح ملی (ایران)، و ارائه چارچوب مقرراتی-فنی پیشنهادی مناسب برای استان هرمزگان تهیه شده است. شورابه یا پساب حاصل از فرایند آب‌شیرین‌کنی یکی از مهم‌ترین چالش‌های زیست‌محیطی در مناطق خشک و نیمه‌خشک جهان به‌ویژه استان هرمزگان است. افزایش ظرفیت آب‌شیرین‌کن‌ها برای پاسخ به نیازهای رو‌به‌رشد آبی، منجر به تولید حجم عظیمی از شورابه با غلظت بالای نمک و ترکیبات شیمیایی می‌شود که در صورت مدیریت نادرست، اثرات جبران‌ناپذیری بر اکوسیستم‌های دریایی و ساحلی بر جای می‌گذارد. در این مقاله، ضمن بررسی اثرات زیست‌محیطی شورابه‌های تخلیه‌شده از آب‌شیرین‌کن‌ها، چارچوبی برای استانداردسازی و مدیریت پایدار آنها در استان هرمزگان ارائه می‌شود. این چارچوب با بهره‌گیری از رویکرد سه‌سطحی فنی–مدیریتی–نظارتی طراحی شده و با اهداف توسعه پایدار به‌ویژه sdg6 (آب پاک و بهداشت) و sdg14 (حیات زیر آب) همسو است. نتایج نشان می‌دهد که اعمال مقررات استاندارد، نظارت پیوسته، و بهره‌گیری از فناوری‌های نوین تصفیه و بازیافت شورابه می‌تواند پیامدهای منفی محیطی را به‌طور قابل‌ملاحظه‌ای کاهش دهد.

   brine management in coastal desalination plants: review of standards, regulatory gaps, and a proposed framework for hormozgan province

Abstract    the rapid expansion of coastal desalination networks along the shores of the persian gulf and the gulf of oman has resulted in the generation of significant volumes of brine, which, if improperly managed, can lead to local environmental changes, reduced biodiversity, and threats to sensitive marine habitats. this paper aims to review international and regional standards and regulations related to brine discharge and management, assess existing regulatory gaps at the national level (iran), and propose a suitable technical–regulatory framework for hormozgan province. brine, the by-product of desalination processes, represents one of the most critical environmental challenges in arid and semi-arid regions, particularly in hormozgan province. the increasing capacity of desalination plants to meet the growing water demands has led to the production of large volumes of brine with high concentrations of salt and chemical compounds, which—if inadequately controlled—can impose irreversible impacts on marine and coastal ecosystems. in this study, the environmental effects of brine discharged from desalination plants are examined, and a framework for the standardization and sustainable management of these discharges in hormozgan province is presented. the proposed framework is developed based on a three-level approach encompassing technical, managerial, and supervisory dimensions and is aligned with the sustainable development goals (sdg 6: clean water and sanitation; sdg 14: life below water). the findings indicate that implementing standardized regulations, continuous monitoring, and employing advanced brine treatment and recovery technologies can significantly reduce adverse environmental impacts.
