موانع و فرصت‌های استانداردسازی تجهیزات دریایی در توسعه اقتصاد دریا محور

با توجه به اهمیت توسعه اقتصاد دریا محور و نقش تجهیزات دریایی، بررسی موانع و فرصت‌های استانداردسازی این تجهیزات ضروری است. هدف اصلی این مطالعه، شناسایی چالش‌ها و فرصت‌های پیش رو در فرآیند استانداردسازی تجهیزات دریایی و تاثیر آن بر رشد اقتصادی صنایع دریایی است. فرض بر این است که موانع نهادی، فنی و مالی از مهم‌ترین عوامل مانع توسعه استانداردها هستند و رفع آنها می‌تواند به تقویت رقابت‌پذیری و توسعه پایدار کمک کند. برای تحلیل این مسائل، از رویکردهای کمی-کیفی و تحلیل سوات با استفاده از داده‌های ثانویه و مصاحبه‌های خبرگان بهره گرفته شد. نتایج نشان می‌دهد که محدودیت‌های سرمایه‌گذاری، نبود استانداردهای جهانی جامع و ضعف زیرساخت‌های فنی، از مهم‌ترین موانع محسوب می‌شوند. در مقابل، فرصت‌هایی مانند همکاری‌های بین‌المللی، بهره‌گیری از فناوری‌های نوین و توسعه استانداردهای بومی برشمرده شده است. اعتبارسنجی نتایج با تحلیل حساسیت و ارزیابی‌های معتبر انجام شد. این یافته‌ها می‌تواند راهکارهای عملیاتی موثری برای سیاست‌گذاران در جهت غلبه بر موانع و بهره‌مندی از فرصت‌ها ارائه دهد و به توسعه پایدار اقتصاد دریا محور کمک کند.

obstacles and opportunities for standardization of marine equipment in the development of a maritime economy

given the importance of developing a blue economy and the role of marine equipment, it is essential to examine the barriers and opportunities in standardizing these devices. the primary objective of this study is to identify the challenges and forthcoming opportunities in the standardization process of marine equipment and its impact on the growth of the marine industries economy. the hypothesis is that institutional, technical, and financial barriers are among the major factors hindering standardization development, and addressing them could strengthen competitiveness and promote sustainable development. to analyze these issues, a mixed-methods approach using both quantitative and qualitative analyses and swot analysis was employed, drawing on secondary data and expert interviews. the results indicate that investment constraints, the lack of comprehensive global standards, and weak technical infrastructure are among the most significant barriers. conversely, opportunities such as international collaborations, the adoption of novel technologies, and the development of indigenous standards are highlighted. the validity of the findings was tested through sensitivity analysis and robust assessments. these results can offer actionable policy recommendations for policymakers to overcome barriers and capitalize on opportunities, thereby contributing to the sustainable development of the blue economy.
