بررسی تغییرات مبحث دوازدهم مقررات ملی ساختمان ویرایش پنجم سال1403 نسبت به ویرایش چهارم سال1392

یکی از مهم‌ترین عوامل مرگ و میر، همچنین اتلاف سرمایه‌های ملی و تاریخی در کشور عزیزمان ایران عدم رعایت موازین ایمنی در پروژه‌های ساخت و ساز و عمرانی خصوصا در هنگام وقوع زلزله می‌باشد. در این راستا حفظ سلامت عوامل درگیر ساخت‌ و ‌ساز و ساکنان و شاغلان مجاور و تامین ایمنی هرچه بیشتر کارگاه ساختمانی و حفاظت از محیط زیست در برابر عوامل آلاینده ناشی از ساخت و ساز‌ها با رعایت و در نظر گرفتن استاندارد‌ها و تمهیدات موثر و به روز، ضامن افزایش بهروری و صیانت از درآمد‌های ملی و سرمایه شهروندان خواهد بود. از این رو رعایت ضوابط مبحث 12 مقررات ملی ساختمان امری ضروری بوده و در این مقاله به بررسی تغییرات مبحث 12 ویرایش پنجم (سال1403) نسبت به ویرایش چهارم (سال1392) پرداخته شده است. بررسی‌ها نشان داده است که حدود 89 مورد تغییر وجود داشته که بشترین آن مربوط به فصل اول و کمترین آن مربوط به فصل پنجم بوده است. همچنین مسئولیت و وظیفه مجری در کارگاه‌های ساختمانی در فصل‌های مختلف برجسته گردیده شده است.

one of the most important factors in mortality, as well as the loss of national and historical capital in our beloved country of iran, is the failure to comply with safety standards in construction and development projects, especially during earthquakes. in this regard, preserving the health of those involved in construction and nearby residents and workers, ensuring maximum safety of the construction site, and protecting the environment from pollutants resulting from construction by observing and considering effective and up-to-date standards and measures will guarantee increased productivity and protection of national income and citizens' capital. therefore, it is essential to comply with the requirements of topic 12 of the national building regulations, and this article examines the changes in topic12 of the fifth edition compared to the fourth edition. studies have shown that there were about 89 changes, with the most related to the first chapter and the least related to the fifth chapter. the responsibilities and duties of the builder in construction sites have also been highlighted in various chapters.
