Abstract
despite the growth of the construction industry in the country, civil engineering sites continue to face alarming accident statistics and a predominantly reactive approach to safety. this management gap highlights the urgent necessity for a serious review of the effective implementation of standards. therefore, this research focuses on explaining the vital importance of safety standards and proving the fundamental principle that adhering to them is not merely an expense, but a strategic and essential investment. the study adopts a descriptive-analytical approach to explain theoretical foundations, legal requirements (especially national building regulation mabhat 12), the responsibilities of key project stakeholders (designer, supervisor, and contractor), and to analyze the economic consequences of safety. findings indicate that accident-related costs are divided into two categories: direct and indirect; among these, indirect costs, which include project delays, reduced productivity, and damage to the company's professional reputation, impose a far heavier financial burden. conversely, investing in safety through preventive measures yields tangible benefits such as cost reduction, increased labor productivity, and improved professional credibility. the research results emphasize that the transition from a reactive mindset to a preventive, risk-management-based approach is an undeniable necessity for the construction industry. ultimately, the implementation of safety standards is not considered an additional cost, but a strategic necessity for preserving human capital and guaranteeing the success and sustainability of civil engineering projects.
