کمربند سبز؛ الگویی هوشمند برای مهار خزش شهری و آینده پایدار کلانشهر مشهد

در سال‌های اخیر، گسترش سریع و بی‌برنامه شهرها پدیده‌ای به نام «خزش شهری» را به وجود آورده که آثار زیست‌محیطی، اجتماعی و اقتصادی سنگینی دارد. در این میان، «کمربند سبز» به‌عنوان راهکاری موثر برای کنترل توسعه کالبدی و حفظ تعادل اکولوژیک شهرها شناخته می‌شود. شهر مشهد، به‌دلیل قرارگیری در دامنه ارتفاعات جنوبی و رشد افقی گسترده، از مهم‌ترین نمونه‌های درگیر با این پدیده در ایران است. این پژوهش در پی آن است تا با رویکرد آینده‌پژوهی و سناریونویسی، نقش کمربند سبز ارتفاعات جنوبی مشهد را در کنترل خزش شهری شناسایی و تحلیل نماید و از این رهگذر، به طراحی چارچوبی برای حکمرانی سبز رضوی در افق 1414 بپردازد. برای تحقق هدف تحقیق، روش ترکیبی مبتنی بر تحلیل ساختاری micmac و ارزیابی اثر متقابل متغیرها به کار گرفته شد. یافته‌های پژوهش نشان می دهد، مهم‌ترین پیشران‌های موثر بر آینده کمربند سبز عبارت‌اند از: نظام مدیریتی و نهادی، حمایت‌های قانونی، مشارکت اجتماعی، پایداری مالی، و نوآوری‌های فناورانه در نظام پایش و کنترل زمین. بر اساس تحلیل سناریوها، در صورت استمرار سیاست‌های فعلی، دست‌کم سه آینده محتمل برای کمربند سبز مشهد تا سال 1414 قابل تصور است که مطلوب‌ترین آن در گرو شکل‌گیری «حکمرانی سبز رضوی» با محوریت وقف و مشارکت شهروندی خواهد بود. نتیجه‌گیری نهایی پژوهش تاکید می‌کند که تحقق توسعه پایدار شهری در مشهد، نیازمند تقویت نقش کمربند سبز به مثابه یک نهاد زیست‌محیطی و مدیریتی است، نه صرفاً یک عنصر کالبدی. این کمربند هنگامی می‌تواند از خزش شهری جلوگیری کند که در قالب سیاست‌های یکپارچه زمین، اهداف برنامه‌ریزی درون‌زا، و نظام تعامل میان مدیریت وقف رضوی و شهرداری مشهد به اجرا درآید. به علاوه، پیشنهاد شده است که ایجاد سازمان دائمی حکمرانی سبز رضوی و صندوق وقف محیط زیست شهری، بستر اجرایی آینده مطلوب مشهد را فراهم سازد. بر این اساس، پژوهش حاضر می‌کوشد با رویکردی علمی، اخلاقی و آینده‌نگر، چشم‌انداز شکل‌گیری شهری هوشمند، سبز و تاب‌آور را برای مشهد در افق 1414 ترسیم کند.

green belt: an intelligent model for controlling urban sprawl and building a sustainable future for the metropolis of mashhad

in recent years, the rapid and unplanned expansion of cities has led to a phenomenon known as urban sprawl, which has caused severe environmental, social, and economic consequences. in this context, the green belt is recognized as an effective strategy for controlling physical development and preserving the ecological balance of urban areas. due to its location along the southern highlands and its extensive horizontal growth, the city of mashhad stands out as one of iran’s most prominent examples affected by this phenomenon. this study seeks to identify and analyze the role of the southern highland green belt of mashhad in controlling urban sprawl through a futures studies and scenario planning approach, aiming to design a strategic framework for razavi green governance by the horizon year 1414 (2035). the research adopts a mixed-method approach based on structural analysis (micmac) and assessment of cross-impact relations between key variables. findings indicate that the most influential drivers shaping the future of the green belt include: institutional and managerial systems, legal support, social participation, financial sustainability, and technological innovations in land monitoring and control. scenario analysis suggests that if current policies persist, at least three plausible futures can be envisioned for mashhad’s green belt by 1414, with the most favorable scenario emerging through the establishment of razavi green governance centered on waqf-based and citizen participation mechanisms.ultimately, the study concludes that achieving sustainable urban development in mashhad requires strengthening the green belt’s role as both an environmental and managerial institution, rather than merely as a physical barrier. the green belt will effectively curb urban sprawl only when integrated with cohesive land policies, endogenous planning goals, and cooperative governance between the razavi waqf administration and mashhad municipality. moreover, the creation of a permanent organization for razavi green governance and an urban environmental waqf fund is proposed as the institutional foundation for mashhad’s desired future. accordingly, this research attempts—through a scientific, ethical, and forward-looking lens—to outline the prospects of forming an intelligent, green, and resilient city for mashhad toward the horizon of 1414.
