پدافند غیرعامل در شهرداری گلپایگان

ضرورت پدافند غیرعامل در مدیریت شهری گلپایگان شهر گلپایگان با پیشینه تاریخی، بافت فرهنگی غنی و موقعیت جغرافیایی خاص، در برابر تهدیدات طبیعی (مانند زلزله، سیل و خشکسالی) و انسانی (مانند حملات سایبری، ازدحام جمعیت و اختلال در خدمات حیاتی) آسیب‌پذیر است. در عین حال، رشد جمعیت، گسترش کالبدی شهر و تمرکز زیرساخت‌های حیاتی در مناطق محدود، این آسیب‌پذیری را تشدید کرده‌اند. با توجه به نبود طرح جامع پدافند غیرعامل شهری، ضعف در آموزش عمومی، محدودیت منابع مالی و انسانی و فقدان سامانه‌های هشدار سریع و ارتباط اضطراری، مدیریت شهری گلپایگان در شرایط بحران با چالش‌های جدی مواجه خواهد شد. از سوی دیگر، ظرفیت‌های فرهنگی، مشارکت مردمی، نهادهای محلی (مانند مساجد، مدارس و شوراهای محله) و زیرساخت‌های سنتی قابل تطبیق، فرصت‌هایی ارزشمند برای بومی‌سازی و اجرای موثر پدافند غیرعامل فراهم می‌کنند. بنابراین، مسئله اصلی این پژوهش/طرح آن است که: چگونه می‌توان با تلفیق اصول پدافند غیرعامل، فناوری‌های نوین، مشارکت مردمی و ویژگی‌های بومی گلپایگان، تاب‌‌آوری شهری را در برابر تهدیدات افزایش داد و عملکرد مراکز حیاتی را در شرایط بحران حفظ کرد؟

the necessity of passive defense in the urban management of golpayegan is evident due to the city’s historical background, rich cultural fabric, and unique geographical characteristics, which make it vulnerable to natural threats (such as earthquakes, floods, and droughts) as well as human-made threats (including cyber-attacks, crowd congestion, and disruptions to critical services). meanwhile, population growth, urban expansion, and the concentration of vital infrastructures in limited areas have intensified this vulnerability. the absence of a comprehensive urban passive defense plan, weak public education, limited financial and human resources, and the lack of early warning systems and emergency communication networks pose serious challenges for golpayegan’s urban management during crises. on the other hand, cultural capacities, community participation, local institutions (such as mosques, schools, and neighborhood councils), and adaptable traditional infrastructures provide valuable opportunities for localizing and effectively implementing passive defense measures. therefore, the central question of this study/project is: how can the integration of passive defense principles, modern technologies, community participation, and the local characteristics of golpayegan enhance urban resilience against threats and ensure the functionality of critical facilities during crises?
