Abstract
designing and restructuring urban bus networks is among the most complex processes in public transport planning and has traditionally been conducted based on comprehensive rationality and detailed modeling approaches. this approach, known as the “direct method,” relies on quantitative analyses and advanced modeling tools and can theoretically provide an optimal network structure. however, its reliance on extensive datasets, computational complexity, high costs, and limited ability to address the dynamic nature of real cities restrict its applicability especially in developing countries. in contrast, the “indirect method,” or incremental decision-making, emphasizes step-by-step, test-based, and feedback-oriented improvements that allow continuous adaptation of the network to actual user needs. by acknowledging environmental uncertainties, valuing practical experience, expert participation, and real-world data, this approach offers greater flexibility compared to the direct method. evidence from iranian metropolitan areas indicates that the indirect approach offers substantial advantages in terms of social acceptability, reduced design costs, and feasibility in complex urban environments. furthermore, integrating this approach with modern data-collection technologies such as afc, avl, and gis can facilitate the development of more efficient frameworks for bus network improvements.
