پارک‌های علم و فناوری نسل جدید در بستر شهر هوشمند 5,0؛ چارچوبی مفهومی برای همگرایی پارک‌های علم و فناوری در عصر هوش مصنوعی

تحولات ناشی از هوش مصنوعی و شهر هوشمند 5,0 پارک‌های علم و فناوری نسل جدید را در برابر یک پارادایم نوین قرار داده است. این پارادایم، نوآوری را نه صرفاً به‌عنوان یک فعالیت فناورانه در سطح استارتاپ‌ها، بلکه به‌مثابه بخشی از حکمرانی شهری، مدیریت داده و ارتقای ارزش‌های اجتماعی بازتعریف می‌کند. مقاله حاضر با رویکرد مفهومی–تحلیلی و مرور نظام‌مند ادبیات مدیریت فناوری و نوآوری، چارچوبی سه‌لایه برای آینده پارک‌های علم و فناوری در عصر هوش مصنوعی پیشنهاد می‌کند: لایه فناورانه (ایجاد زیرساخت‌های داده و آزمایشگاه‌های ai)، لایه سازمانی–مدیریتی (بازطراحی ماموریت‌ها و مدل‌های حکمرانی) و لایه اجتماعی–اخلاقی (تضمین عدالت دیجیتال، شفافیت الگوریتمی و اعتماد اجتماعی). یافته‌ها نشان می‌دهد که پارک‌های علم و فناوری نسل جدید باید نقش «زیرساخت هوش مصنوعی اجتماعی» را ایفا کنند؛ به‌گونه‌ای که به‌عنوان موتور محرک توسعه اقتصادی، رهبر حکمرانی نوآوری و معمار اجتماعی–اخلاقی در بستر شهر هوشمند 5,0 عمل نمایند. این چارچوب مفهومی می‌تواند مبنای نظری برای سیاست‌گذاری‌های ملی و طراحی نقشه راه بومی‌سازی نقش stpها در آینده سازمان‌های نوآوری باشد.

next-generation science and technology parks in the context of smart city 5.0: a conceptual framework for convergence in the ai era

the emergence of artificial intelligence (ai) and smart city 5.0 has placed next-generation science and technology parks (stps) at the heart of a new paradigm. in this paradigm, innovation is no longer limited to supporting start-ups but is redefined as part of urban governance, data management, and the promotion of social values. adopting a conceptual–analytical approach and a systematic literature review in the field of technology and innovation management, this paper proposes a three-layer framework for the future of stps in the ai era: a technological layer (data infrastructures and ai laboratories), an organizational–managerial layer (mission redesign and governance models), and a socio–ethical layer (digital justice, algorithmic transparency, and social trust). findings indicate that next-generation stps should act as “social ai infrastructures,” simultaneously serving as engines of economic growth, leaders of innovation governance, and socio-ethical architects within smart city 5.0. this conceptual framework offers a theoretical foundation for national policy-making and the localization roadmap of stps’ roles in shaping the future of innovation organizations.
