Abstract
the mining industry, due to its inherently hazardous nature, has adverse effects on human health and the environment. however, advanced digital technologies such as artificial intelligence, the internet of things, robotics, and drones have demonstrated significant potential in mitigating these challenges through smart mining. this study aims to identify the socio-technical challenges and barriers in transitioning to smart mining in iran and proposes policy solutions to address or reduce these challenges. this study employs the multi-level perspective (mlp) approach to develop a theoretical framework for analyzing the factors influencing the socio-technical transition to smart mining. subsequently, using expert opinions from focus groups and thematic analysis, the study identifies transition challenges at three levels—landscape, socio-technical regime, and niche—and proposes corresponding policy solutions for each level. at the landscape level, two key challenges were identified: (1) lack of economic and productivity imperatives, and (2) absence of environmental and human-centric requirements. to address these, policy measures such as targeted financial incentives and energy subsidies were proposed. at the socio-technical regime level, challenges included policy and legal barriers, lack of managerial support for change, socio-cultural resistance, and technological and infrastructural limitations. twelve policy solutions were recommended, including establishing a single window for technology licensing, developing a digital transformation center, implementing training programs for managers and workers, and supporting pilot projects in smart mining. at the niche level, weak innovation ecosystems and difficulties in mining-sector innovation were identified. proposed solutions included institutional and infrastructural development (e.g., creating innovation hubs and technology consortia) and facilitating collaboration and knowledge transfer (e.g., supporting university-industry joint r&d projects.
