Abstract
artificial intelligence, as one of the most significant technological transformations of recent decades, has created the foundation for process automation, faster data processing, and the provision of advanced predictions and decision-support information. such capabilities allow public organizations to improve service quality, optimize operations, and enhance efficiency. despite its rapid adoption in the private sector, the structural characteristics and functional limitations of the public sector have restricted the widespread deployment of ai in governmental organizations. consequently, many institutions in the country remain at the preliminary stages of ai implementation and must first establish the essential prerequisites for its adoption. this study was conducted with the objective of assessing the organizational maturity level and identifying the barriers to implementing ai systems in the west azerbaijan science and technology park. to evaluate organizational readiness, the pringle maturity model was employed, as it encompasses strategic, organizational, data-related, technological, and operational dimensions. the results indicated that the park achieved a total score positioning it at the “proficient” level. however, several critical barriers were identified, including the absence of a well-defined strategy, insufficient financial resources, lack of long-term planning, undefined roles and responsibilities, inadequate formation of specialized teams, and limited technological infrastructure. to further analyze the interrelationships among these barriers, the interpretive structural modeling (ism) method was applied. findings revealed that “developing a clear strategy” acts as an independent and driving factor with the greatest influence on the other barriers, while the remaining obstacles were categorized as linkage or dependent factors. the outcomes of this research provide valuable insights that may serve as a foundation for policymaking, strategic planning, and the development of a roadmap for the effective implementation of ai systems in science and technology parks across the country.
