participatory policymaking in the transition to data-driven management: an analysis of stakeholders’ perspectives in the kermanshah science and technology

Authors
Abstract    the transition toward data-driven management in science and technology parks can only be successful if it is accompanied by institutional adoption and stakeholder engagement. this study, conducted using a descriptive survey method, examined the perspectives of managers, technology-based firms, investors, accelerators, and researchers in the kermanshah science and technology park regarding the prioritization of five key strategies: data infrastructure, data literacy enhancement, locally explainable algorithms, pilot projects, and legal/ethical framework . data were collected using a 21-item questionnaire on a five-point likert scale. internal consistency was confirmed through cronbach’s alpha (α = 0.74–0.92), and construct validity was established via cfa/pls-sem with ave ≥ 0.60, cr ≥ 0.86, and htmt < 0.85. findings based on n = 123 respondents indicated that the highest priority was assigned to data infrastructure (m = 4.41), followed by data literacy (m = 4.13). the lowest priority was currently assigned to locally explainable algorithms (m = 3.54); however, greater familiarity with artificial intelligence was associated with increased interest in this strategy. in the structural model, data infrastructure (β = 0.29, p = 0.002), data literacy (β = 0.21, p = 0.018), and pilot projects (β = 0.17, p = 0.041) exerted significant positive effects on the intention to support the transition (r² = 0.58). these results suggest that the transition path should be phased, beginning with infrastructure and training, followed by pilot implementation and regulatory frameworks, and ultimately advancing toward locally explainable algorithms.
