gender-inclusive smart governance in regional innovation ecosystems: a case study of women in khuzestan province

Authors
Abstract    this study aims to examine the relationship between smart technological governance and gender-sensitive policymaking in the innovation ecosystems of iran’s border regions, with a particular focus on khuzestan province. in recent years, the rise of emerging technologies has exacerbated the gender gap in the fields of innovation and startups, especially in peripheral areas. women’s participation in these domains has increasingly faced structural barriers. the findings of this research indicate that technology policies lacking a gender-sensitive approach have led to the institutional exclusion of women from innovation processes. while smart governance—by integrating data-driven decision-making, gender justice, and inclusive participation—can foster the sustainable growth of startups, its absence contributes to the reproduction of social inequalities within technological contexts. the case study of khuzestan reveals that the exclusion of women from the innovation cycle not only entails social consequences but also results in the waste of human and technological resources. the paper emphasizes the necessity of revising current policies through a smart, technology-oriented, and gender-responsive lens. it advocates for positioning women not merely as stakeholders, but as transformative agents at the core of technological governance. achieving this goal requires gender data transparency, the digital empowerment of women, and the development of new policy documents through the participation of local stakeholders. finally, the study presents a set of policy recommendations that can serve as a roadmap for implementing inclusive, smart governance in khuzestan’s innovation ecosystem.
