چکیده    Establishing sustainable governance over the world s oceans represents one of the most critical and complex imperatives of the 21st century. this governance necessitates a sophisticated equilibrium between three dynamic, often competing, forces: the sovereign interests of nation-states, the mandate for robust regional and international cooperation, and the urgent, non-negotiable demands of environmental sustainability. while the 1982 united nations convention on the law of the sea (unclos) provides the foundational legal architecture, its state-centric and sectoral paradigm is increasingly strained by novel, transboundary challenges such as climate change, biodiversity collapse, and marine pollution. this article employs a multidisciplinary analytical framework, integrating legal doctrine, political science, and environmental studies, to argue that sustainable maritime governance is not achieved by subordinating national interests but by their strategic evolution. it posits that genuine sustainability emerges from reconceptualizing sovereignty through the lenses of ecological interdependence and collective security, thereby strengthening collaborative, often regionally focused, institutions. the analysis highlights innovative governance mechanisms—including ecosystem-based management (ebm), marine spatial planning (msp), and the new bbnj agreement—as essential instruments for bridging the gap between sovereign authority and our shared planetary responsibility.
