This article explores the strategies and challenges in fostering balanced and competitive development in coastal and port areas, with a specific focus on hormozgan province in iran. utilizing a mixed-methods approach, including case study analysis, review of official policies, and existing research, this paper analyzes hormozgan s dual role as a national economic engine and a region seeking diversified growth. the article argues that true balanced development requires moving beyond a narrow focus on port throughput to a holistic model that integrates maritime logistics, industrial diversification, sustainable aquaculture, and coastal tourism. it examines key strategic frameworks, such as iran s maritime-oriented development policy and the integrated coastal zone management plan. the analysis identifies significant opportunities in expanding container traffic, developing downstream industries, and leveraging tourism. however, it also details systemic challenges, including under-investment, regional competition, and environmental pressures. the conclusion offers targeted policy recommendations aimed at stimulating private investment, enhancing regional cooperation, and ensuring environmental sustainability to secure a prosperous and resilient future for hormozgan.
