تاثیر گذاری حقوق تجارت بین الملل بر توسعه اقتصاد دریا محور در ایران

پتانسیل بالای توسعه تجارت از طریق دریا و تاثیر آن در تولید ناخالص داخلی باعث شده است تا طرحهای توسعه دریامحور در شکور با جدیت دنبال گردد . ایجاد مناطق ویژه اقتصادی پارس جنوبی بوشهر با بیش از 20 فاز و اجرای بیش از ده واحد پتروشیمی و توسعه سواحل مکران در جنوب شرق کشور از بزرگترین پروژه های توسعه اقتصاد دریا پایه در ایران محسوب می شود. همچنین برای تسریع در اجرای طرحهای دریا محور، سیاستهای کلی توسط رهبر معظم انقلاب و هیات وزیران تصویب و ابلاغ گردیده است. از طرف دیگر شرط اصلی تاثیر گذاری توسعه اقتصاد دریا محور، توجه به قواعد و اصول حقوقی تجارت بین الملل است که باید در کنار ایجاد زیر ساخت های توسعه دریا پایه مورد توجه قرار گیرد. سئوال اصلی در این مطالعه این است که توجه به قواعد تجارت بین الملل چه تاثیری در اثرگذاری هر چه بیشتر توسعه اقتصاد دریا محور دارد .روش مورد مطالعه استفاده از روش توصیفی با تکیه بر مطالعه اسناد و کتب و تحلیل آنها می باشد. نتایج این مطالعه نشان میدهد که توجه به مبانی حقوقی تجارت در سطح بین المللی باعث افزایش مبادلات تجاری با کشورهای مختلف خواهد شد. زیرا محصولات اقتصاد دریا پایه عمدتا در حوزه صادرات و واردات شکل می گیرد که توجه به توافقات بین المللی و رعایت اصول تجارت در این حوزه می تواند باعث پایداری فعالیتهای توسعه دریا محور گردد .

the impact of international trade law on the development of the maritime economy in iran

the high potential for the development of trade through the sea and its impact on the gdp has led to the serious pursuit of maritime development projects in shakour. the establishment of the south pars special economic zones of bushehr with more than 20 phases and the implementation of more than ten petrochemical units and the development of the makran coast in the southeast of the country are considered to be among the largest maritime economy development projects in iran. also, to accelerate the implementation of maritime projects, general policies have been approved and announced by the supreme leader of the revolution and the council of ministers. on the other hand, the main condition for the effectiveness of the development of the maritime economy is to pay attention to the legal rules and principles of international trade, which should be considered along with the creation of maritime development infrastructure. the main question in this study is what effect does paying attention to the rules of international trade have on the development of the sea-based economy. the method used in the study is the use of a descriptive method based on the study of documents and books and their analysis. the results of this study show that paying attention to the legal foundations of trade at the international level will increase trade exchanges with different countries. because the products of the sea-based economy are mainly formed in the field of exports and imports, paying attention to international agreements and observing the principles of trade in this field can make sea-based development activities sustainable.
