چکیده
|
موقعیت جغرافیایی مرزی، یکی از مولفههای راهبردی در تعیین مسیر توسعهای هر کشور به شمار میرود. در ایران، 16 استان با کشورهای همسایه مرز مشترک دارند که این استانها مجموعاً حدود 40 درصد جمعیت کشور را در خود جای دادهاند و از تنوع فرهنگی، قومی و ژئوپلیتیکی قابلتوجهی برخوردارند. با وجود این ظرفیتها، بخش بزرگی از این مناطق همچنان با چالشهای مزمنی چون فقر، بیکاری، مهاجرت، ضعف زیرساختها و محرومیت از سرمایهگذاری پایدار مواجهاند. پژوهش حاضر با هدف بررسی ابعاد اقتصادی، اجتماعی و امنیتی تاثیر موقعیت مرزی بر توسعه استانهای مرزی ایران انجام شده است.روش تحقیق این مطالعه، توصیفی–تحلیلی است و از دادههای آماری رسمی (مرکز آمار ایران)، گزارشهای پژوهشی، اسناد برنامهریزی توسعه منطقهای و مطالعات میدانی بهره گرفته شده است. همچنین با مقایسه تطبیقی میان استانهای مرزی و غیرمرزی تلاش شده تا شکافهای توسعهای و عوامل موثر بر آن تبیین گردد. یافتههای پژوهش نشان میدهد که مرزها از نظر اقتصادی میتوانند بستری برای تجارت فرامرزی، صادرات، جذب سرمایهگذاری و تبادلات صنعتی باشند؛ از منظر اجتماعی ظرفیت بالایی برای تعاملات فرهنگی و انسجام ملی دارند؛ و از لحاظ امنیتی نیز میتوانند از طریق مشارکت فعال جوامع محلی، به ثبات منطقهای کمک کنند. با این حال، در سایه رویکردهای متمرکز، سیاستهای امنیتمحور، ضعف برنامهریزی منطقهای و نبود عدالت فضایی، بسیاری از این ظرفیتها یا بلااستفاده مانده یا به تهدیدهایی مانند نارضایتی اجتماعی و مهاجرت تبدیل شدهاند. نتیجهگیری مقاله بر این نکته تاکید دارد که بازتعریف نقش مرز در سیاستگذاریهای کلان کشور ضرورتی حیاتی است. گذار از نگاه صرفاً امنیتی به یک رویکرد جامع توسعهمحور، که ابعاد اقتصادی، اجتماعی، فرهنگی و انسانی را همزمان در نظر بگیرد، شرط لازم برای برونرفت استانهای مرزی از وضعیت کنونی و تبدیل آنها به موتورهای رشد ملی است.

Abstract
|
border geographical location is one of the strategic components in determining the development trajectory of any country. in iran, 16 provinces share borders with neighboring countries, collectively hosting around 40 percent of the nation’s population and benefiting from significant cultural, ethnic, and geopolitical diversity. despite these potentials, a large part of these regions still faces chronic challenges such as poverty, unemployment, migration, weak infrastructure, and the lack of sustainable investment. the present study aims to examine the economic, social, and security dimensions of the impact of border location on the development of iran’s border provinces.the research method is descriptive–analytical, utilizing official statistical data (iran statistical center), research reports, regional development planning documents, and field studies. a comparative assessment between border and non-border provinces has also been conducted to explain development gaps and influencing factors.the findings indicate that, economically, borders can serve as a foundation for cross-border trade, exports, investment attraction, and industrial exchanges; socially, they hold high potential for cultural interactions and national cohesion; and from a security perspective, they can contribute to regional stability through active participation of local communities. however, under centralized approaches, security-oriented policies, weak regional planning, and the absence of spatial justice, many of these potentials have either remained unused or turned into threats such as social dissatisfaction and migration.the conclusion highlights that redefining the role of borders in national policymaking is a vital necessity. transitioning from a purely security-based perspective to a comprehensive development-oriented approach—one that simultaneously considers economic, social, cultural, and human dimensions—is essential for enabling border provinces to overcome the current situation and transform into engines of national growth.
