چکیده    این پژوهش با هدف طراحی چارچوبی نوین برای حکمروایی توسعه اقتصاد دریاپایه در استان هرمزگان انجام شده است. موضوع محوری مقاله، بررسی شکاف میان الزامات حقوق بین‌الملل دریاها، به ویژه کنوانسیون 1982 حقوق دریاها (unclos)، و سازوکارهای ناکارآمد حکمروایی محلی است که مانع تحقق اقتصاد دریایی پایدار و مشارکت‌محور شده است. هدف اصلی پژوهش، ارائه الگویی عملیاتی است که با تلفیق سه رکن حقوق دریاها، اقتصاد آبی و مشارکت ذی‌نفعان محلی، تاب‌آوری اجتماعی و اکولوژیک مناطق ساحلی را ارتقاء دهد روش تحقیق این مطالعه، رویکرد ترکیبی (کیفی-کمّی) است. در بخش کیفی، از تحلیل مضمون مصاحبه‌های نیمه‌ساختاریافته عمیق با 35 نفر از ذی‌نفعان کلیدی (مدیران دولتی، صیادان، بخش خصوصی و جامعه محلی) در سه شهر ساحلی بندرعباس، قشم و بندرلنگه استفاده شد. در بخش کمّی، داده‌های حاصل از پرسشنامه‌های ساختاریافته بین 150 نفر از جامعه آماری، با روش‌های آماری توصیفی و استنباطی تحلیل گردید. همچنین، تحلیل اسناد حقوقی بین‌المللی و ملی تکمیل‌کننده داده‌های میدانی بود یافته‌های تحقیق پنج چالش ساختاری اصلی را آشکار کرد: پراکندگی و موازیکاری نهادی، مشارکت نمایشی و عدم بهره‌گیری از دانش بومی، عدم انطباق کامل قوانین داخلی با استانداردهای بین‌المللی، نابرابری در توزیع منافع توسعه، و تخریب فزاینده زیست‌بوم‌های ساحلی. در پاسخ به این چالش‌ها، چارچوبی پنج‌بعدی طراحی و پیشنهاد گردید. ابعاد این چارچوب عبارتند از: نهادسازی مشارکتی از طریق تشکیل شورای عالی توسعه دریایی، شفافیت اطلاعاتی و دسترسی برابر به داده‌ها، ظرفیت‌سازی جوامع محلی، استقرار نظام نظارتی چندذی‌نفعی، و ایجاد سازوکارهای توزیع عادلانه منافع حاصل از توسعه. این چارچوب به عنوان نقشه‌راهی برای اصلاح حکمروایی دریایی و هدایت سرمایه‌گذاری‌ها به سمت فعالیت‌های اقتصادی پایدار دریاپایه ارائه می‌شود.

   designing a participatory governance framework for blue economy development in hormozgan province: an approach grounded in the law of the sea and social resilience

Abstract    objective: the primary objective of this research is to design and propose an integrated governance framework for sustainable blue economy development in coastal regions, with a specific focus on hormozgan province, iran. the framework aims to synergize the imperatives of international maritime law, particularly the united nations convention on the law of the sea (unclos), with principles of participatory development and social-ecological resilience. methodology: this study employs an exploratory sequential mixed-methods design. the qualitative phase involved in-depth, semi-structured interviews with 35 key stakeholders, including government officials, local community leaders (fishermen), private sector actors, and ngo representatives across three major coastal cities in hormozgan province: bandar abbas, qeshm, and bandar lengeh. data from interviews and participatory workshops were analyzed using thematic analysis. subsequently, a quantitative phase was conducted through a structured survey of 150 stakeholders, with data analyzed using descriptive and inferential statistics (pearson correlation, regression) in spss. findings: the analysis revealed a dysfunctional governance cycle characterized by four core challenges: 1) institutional fragmentation and parallelism: overlapping mandates and lack of coordination among more than 15 maritime-related agencies; 2) symbolic participation and marginalization of local knowledge: stakeholder engagement remains largely at the inform/consult levels, with local and indigenous knowledge systematically overlooked in decision-making; 3) primacy of short-term economic pressures: a prevailing development paradigm prioritizes immediate economic gains (e.g., transit revenues) over long-term social-ecological sustainability; 4) legal ambiguities and enforcement gaps: weak monitoring, ambiguous national regulations, and low awareness of unclos provisions undermine effective governance. quantitative results showed a strong positive correlation between perceived participation and perceived institutional governance quality (r=0.61), and between participation and socio-economic resilience (r=0. 56). conclusion: the study concludes that transitioning from a fragmented, top-down governance model to an integrated, participatory blue economy governance model is essential for sustainable coastal development. the proposed framework is built on five pillars: participatory institution-building (e.g., a cross-sectoral provincial blue economy council with formal community representation), information transparency, local capacity building, multi-stakeholder monitoring systems, and equitable benefit-sharing mechanisms. this model provides a practical roadmap for policymakers to align economic activities with legal obligations and community welfare, thereby enhancing the resilience of coastal social-ecological systems in hormozgan province and similar contexts.
