challenges in legal implementation of the international maritime organization's strategy for 2050 (greenhouse gas emissions) in iran's maritime energy trade

Authors
Abstract    the international maritime organization s (imo) strategy for 2050, updated in 2023, aims primarily at achieving net-zero greenhouse gas (ghg) emissions in international maritime transport. this strategy includes checkpoints such as a minimum 20% reduction (striving for 30%) by 2030 and 70% (striving for 80%) by 2040 compared to 2008 levels. as one of the major exporters of oil and gas in the persian gulf, iran faces numerous legal challenges in implementing this strategy, including international commitments under conventions such as unclos, marpol, and the paris agreement, contractual liabilities in energy export contracts, and the need to adapt domestic laws to alternative fuels like green ammonia and methanol. this article examines these legal challenges using an analytical-comparative method and provides recommendations for reforming iran s laws. the results indicate that sanctions and lack of access to green technologies make implementing commitments difficult, but by establishing domestic legal frameworks such as amending the maritime and ports law (1383) and investing in smart ports, iran can approach imo goals. this approach not only helps reduce ghg emissions but also creates new economic opportunities in the blue economy.
