نقش راهبردی منطقه ازاد تجاری صنعتی چابهار در تسهیل جذب سرمایه گذاری خارجی در توسعه اقتصاد دریاپایه

هدف پژوهش حاضر تبیین نقش راهبردی منطقه آزاد تجاری-صنعتی چابهار در جذب سرمایه‌گذاری مستقیم خارجی و تحقق توسعه اقتصاد پایدار است. مطالعه به‌صورت مرور نظام‌مند و تحلیلی بر پایه منابع معتبر علمی داخلی و بین‌المللی انجام شد. نتایج نشان داد جذابیت سرمایه‌گذاری پایدار در مناطق آزاد به پنج شاخص محوری وابسته است که به ترتیب اهمیت عبارتند از: نوآوری و پویایی باز، قدرت توسعه اقتصادی، محیط کسب‌وکار شهری، توسعه باکیفیت شرکت‌ها با تاکید بر معیارهای زیست‌محیطی، اجتماعی و حاکمیتی و سازگاری با محیط شهری و پایداری زیست‌محیطی. یافته‌ها تاکید می‌کنند که چابهار علی‌رغم برخورداری از مزیت ژئواکونومیک بی‌نظیر، هنوز فاصله قابل‌توجهی با استانداردهای یک منطقه آزاد پایدارمحور نسل جدید دارد. اصلاحات فوری برای ایجاد پارک‌های فناوری، الزام‌آور کردن استانداردهای زیست‌محیطی، اجتماعی و حاکمیتی و توسعه زیرساخت‌های سبز می‌تواند جذب سرمایه‌گذاری مستقیم خارجی پایدار در چابهار را به‌طور چشمگیر افزایش داده و این منطقه را به هاب اصلی توسعه اقتصاد دریاپایه در کریدور شمال–جنوب و شرق ایران تبدیل کند.

the strategic role of the chabahar free trade–industrial zone in facilitating the attraction of foreign investment in the development of the maritime-based economy

the present study aims to explain the strategic role of the chabahar free trade–industrial zone in attracting foreign direct investment and realizing the development of the maritime-based economy. the study was conducted as a systematic and analytical review based on credible domestic and international academic sources. the results indicate that sustainable investment attractiveness in free zones depends on five core indicators, in order of importance: open innovation and dynamism, economic development capacity, urban business environment, high-quality corporate development with an emphasis on environmental, social, and governance criteria, and compatibility with the urban environment and environmental sustainability.the findings emphasize that despite its unique geoeconomic advantage, chabahar still has a significant gap compared to the standards of a new generation of sustainability-oriented free zones. immediate reforms, including the establishment of technology parks, mandatory implementation of environmental, social, and governance standards, and the development of green infrastructure, can significantly enhance the attraction of sustainable foreign direct investment in chabahar and transform the region into a major hub of sustainable development along the north–south corridor and in eastern iran.
