توسعه اقتصاد دریاپایه جزیره قشم از طریق سرمایه‌گذاری چندمنظوره: تحلیل swot و نقش مشارکت عمومی-خصوصی (ppp)

جزیره قشم به عنوان بزرگترین جزیره خلیج فارس، دارای پتانسیل های عظیم اما استفاده نشده ای در حوزه اقتصاد دریاپایه است. این مقاله با هدف ارائه راهبردهایی برای توسعه این جزیره از طریق سرمایه گذاری چندمنظوره و با بهره گیری از مدل مشارکت عمومی-خصوصی (ppp) نگاشته شده است. روش تحقیق این مطالعه، تحلیلی توصیفی بوده و داده های آن از طریق مطالعات کتابخانه ای و اسنادی گردآوری شده است. در گام نخست، با استفاده از تحلیل swot، نقاط قوت، ضعف ها، فرصت ها و تهدیدها شناسایی و دسته بندی شدند. در گام بعدی، نقش مدل ppp به عنوان راهکاری برای تقویت نقاط قوت، کاهش ضعف ها و بهره برداری از فرصت ها در قالب پروژه های پیشنهادی چندمنظوره تبیین گردید. یافته ها نشان می دهد که ترکیب راهبردهای استخراج شده از ماتریس swot با مکانیسم های مالی و اجرایی ppp، می تواند منجر به توسعه پایدار و همه جانبه اقتصاد دریاپایه در جزیره قشم شود.

development of blue economy in qeshm island through multi-purpose investments: swot analysis and the role of public-private partnership (ppp)

qeshm island, as the largest island in the persian gulf, possesses immense yet underutilized potential in the field of the blue economy. this article is written with the aim of presenting strategies for the development of this island through multi-purpose investment and by utilizing the public-private partnership (ppp) model. the research method of this study is descriptive-analytical, and its data has been collected through library and documentary studies. in the first step, using swot analysis, strengths, weaknesses, opportunities, and threats were identified and categorized. in the next step, the role of the ppp model as a solution for strengthening strengths, reducing weaknesses, and exploiting opportunities within the framework of proposed multi-purpose projects was explained. the findings indicate that combining the strategies extracted from the swot matrix with the financial and executive mechanisms of ppp can lead to sustainable and comprehensive development of the blue economy on qeshm island.
